Simi Valley Police Department – Incident Press Release

On July 4, 2018, at approximately 7:50a.m., Simi Valley Police Department officers responded to a Family Dispute in Progress at the indicated location.

Upon further investigation, they determined that 61-year-old, Russell Rayburn, was subjecting his parents to mental abuse by threatening them and vandalizing their property. Rayburn’s father is 87-years-old and his mother is 83-years-old. During the incident, Rayburn attempted to assault an officer and had to be restrained in handcuffs.

At the conclusion of the investigation, Rayburn was arrested for the following charges: 368(b)(1)-Elder Abuse and 148(a)(1) PC-Delaying, Obstructing or Resisting a Public Officer. Rayburn was booked at Ventura County Main Jail.
