Unlicensed Contractor Sentenced for Causing Death of Employee

VENTURA, California – District Attorney Gregory D. Totten announced today that Abraham Zafrani (DOB 5/7/60), of Encino, was sentenced by Superior Court Judge Jeffrey Bennett to serve six months in the county jail, followed by eighteen months of supervised release. Zafrani was convicted by a jury in July of one count of involuntary manslaughter, in violation of Penal Code section 192(b), and one count of violation of an occupational safety or health standard causing death to employee, in violation of Labor Code section 6425(a).

Zafrani was acting as a project manager at a construction job. During the project, he created a hazardous excavation which collapsed, killing Antonio De Jesus Mejia on September 15, 2011. Zafrani was not a licensed contractor and was working at a private residence in unincorporated Ventura County when he created the hazardous condition that resulted in Mr. Mejia’s death.


The Ventura County District Attorney’s Office is the public prosecutor for the county’s 850,000 residents.
