This Gaines & Associates “California Fish and Game Commission Update” is intended to provide our clients with the status of items of concern currently in front of the California Fish and Game Commission – including what to expect at tomorrow’s meeting of the Commission, and a recap of what took place at the Commission’s August 2020 meeting.
This Gaines Report must, however, begin with the news that Commissioner Russell Burns resigned from his seat on the California Fish and Game Commission, effective October 2nd
.
Appointed to the Commission by Governor Jerry Brown in May of 2016, Commissioner Burns proved to be able to balance critically important science with a willingness to listen to all concerns expressed on issues brought before the Commission. Further, as an avid hunter, Commissioner Burns had a clear understanding of the substantially beneficial role of hunters and hunting to all game and non-game wildlife species and their habitats. During his nearly 4½ years of public service, Burns proved to be great asset to the Commission and its ability to carry out its mandate of fairly and effectively defining and defending California’s natural resource policy. Commissioner Burns will be missed.

Agenda Item 13 – Petitions for Regulatory Change
(A) Action on current petitions
II. Petition #2020-008: Suspend or Reduce Elk Hunting in the Northwestern Elk Hunt Area Due to Disease.
Under this agenda item the Commission will consider requests submitted by members of the public to adopt, amend, or repeal a regulation – including Petition #2020-008, submitted by the
Environmental Protection Information Center (EPIC) which calls for an “emergency” closure of
elk hunting in the Northwestern (NW) Elk Hunt Zone this year due to the presence of treponemeassociated hoof disease, a.k.a. elk hoof disease.
Petition #2020-008 was submitted to the Commission by EPIC in June 2020 and first considered under agenda item 27 at the August 2020 Commission meeting. Although the petition requested the Commission take “emergency” action at their August meeting to immediately enact a closure to elk hunting in the NW Hunt Zone in 2020, the Commission determined that there was no need for an emergency closure and instead voted unanimously to send the petition to the September 17th meeting of the Wildlife Resources Committee (WRC) for further discussion and recommendation back to the full Commission.
