On July 23, 2020, Detectives from the Ventura County Sheriff’s Office Narcotics Street Team concluded a narcotics sales investigation involving Phan Duke out of Winnetka and arrested him for possession for sales of narcotics.
In early July 2020, detectives received information indicating Phan was involved in the sales of ecstasy pills and other psychedelic drugs to residents of Ventura County, specifically the City of Moorpark. During the investigation, detectives conducted surveillance and were able to confirm Phan’s involvement in the sales of narcotics. Detectives subsequently obtained a Ventura County search warrant for Phan, his vehicle, and residence located in the 20000 Block of Parthenia Street in the city of Winnetka.
On July 23, detectives conducted surveillance on Phan and followed him as he drove from Winnetka to the City of Moorpark. While in Moorpark, a detective with the Moorpark Police Department’s Special Enforcement Detail (SED) conducted a traffic enforcement stop on Phan in the 800 Block of New Los Angeles Avenue. Detectives searched Phan and his vehicle pursuant to the search warrant. Detectives found over one pound of “molly” or MDMA and 500 ecstasy pills. Phan was arrested and transported to the Moorpark Police Station for processing.
Following Phan’s arrest, detectives executed a search warrant at Phan’s residence in Winnetka. During the search, detectives seized additional MDMA, ecstasy pills, Lysergic acid diethylamide (LSD), psilocybin mushrooms and a loaded AR-15 rifle. In all, detectives seized 987 grams of
MDMA (Molly), 906 ecstasy pills, 47.6 grams of psilocybin mushrooms, over 500 doses of LSD and paraphernalia indicative of narcotic sales.
MDMA (Molly) and ecstasy are illegal and dangerous “club drugs” that are abused for their stimulant and hallucinogenic properties. LSD is an illegally obtained synthetic hallucinogenic drug. LSD is highly abused for its hallucinogenic properties. MDMA and LSD are extremely dangerous and their use can lead to severe medical complications and even death.
Based on the investigation, Phan was booked at the Pre-Trial Detention Facility for narcotics and firearms violations. Phan was later released after posting bail.
