    Oxnard | Probation search leads to recovery of illegal firearm possession

    Ventura County Sheriff Department – Incident Press Release

    On April 13, 2019, Ventura County Sheriff’s Gang Unit investigators conducted a traffic stop in the 1400 block of West Channel Islands Boulevard. The investigators contacted driver Kyle Jones and passenger Alejandro Solis and determined both were displaying signs of recent drug use. Both were on probation for drug related charges. Both Jones and Solis were arrested for being under the influence of a controlled substance, a violation per Health and Safety Code 11550(a). Investigators invoked probation search conditions for Jones and Solis and conducted probation searches at their residences. Investigators located an unregistered 9mm handgun with an extended gun magazine, a second gun in process of being manufactured into an operable firearm, and a Billy Club.

    Jones was arrested for 27545 P.C. – Unlawful Transfer Of A Firearm, 22210 P.C. Possession of a Billy Club, and Health and Safety Code 11550(a).

    Earthquakes Happen Every 3 Minutes in Southern California, Study Shows

    • Scientists hope the work will lead to a better understanding of temblors and how to predict them.

    Earthquakes are a fact of life in California, but new research has shown that they happen even more often than previously thought.

    The new data reveals that at least one earthquake happens every three minutes across Southern California. That equals 495 temblors per day, most of them only tiny rumbles on the seismic scale.

    Ventura County Public Works Agency’s Improvements to Traffic Safety on Santa Paula Street to Minimize Potential Collisions

    Ventura County Public Works Agency (VCPWA) Transportation Department has received approval from the Board of Supervisors for the installation of a four-way stop control at the intersection of Santa Paula Street and Briggs Road.

     “It is important to minimize and prevent roadway threats and dangers to the public,” said Supervisor Kelly Long of District 3. “Our main focus is always maintaining safety in our community.”

    Located in the unincorporated area just west of the city, Santa Paula Street consists of two-lanes that stretch for almost 2 miles, intersecting with Briggs Road and is not currently stop controlled. Within the past ten years there have been a total of 14 collisions in this intersection, 11 of which could have been avoided if this were a 4-way stop.

    “It was at the recommendation by VCPWA with these findings and the support of Supervisor Long that the installation of a four-way stop on Santa Paula Street be approved,” said David Fleisch, VCPWA Transportation Department Director. “This multi-way stop control will improve traffic operational characteristics of the intersection and improve overall traffic safety.”

    “Es importante minimizar y prevenir las amenazas y los peligros del camino para el público”, dijo la Supervisora Kelly Long del Distrito 3. “Nuestro principal objetivo es siempre mantener la seguridad en nuestra comunidad”.

    Ubicada en el área no incorporada justo al oeste de la ciudad, la calle Santa Paula consta de dos carriles que se extienden por casi 2 millas, se intersectan con Briggs Road y actualmente no tiene control de parada. En los últimos diez años, hubo un total de 14 colisiones en esta intersección, 11 de las cuales podrían haberse evitado si se tratara de una parada de cuatro vías.

    2019 Ventura County Earth Day Awards

    April 19, 2019- The Ventura County Board of Supervisors will honor five Ventura County Earth Day Awards recipients at the Tuesday, April 23, 2019 Board meeting at 10:00 am.  The five environmental champions are:  

     

    District 1: Supervisor Steve Bennett

    Once Upon A Watershed 

    Once Upon a Watershed provides hands-on watershed education, restoration, and stewardship experiences for Kindergarten, 4th, 5th and 6th grade students in ten public schools in the Ventura River Watershed. This program cultivates a sense of shared responsibility for our environment, instilling confidence and hope by empowering young people to make a real difference at the local watershed scale. The kindergarten program has students act out plants and animals of their watershed.  Fourth graders collect acorns and plant native oaks at the Ojai Valley Land Conservancy’s (OVLC) Ojai Meadows Preserve and the Ventura Land Trust’s (VLT) Willoughby and Big Rock properties.  Fifth graders take action to combat the effects of plastic pollution in our watershed by participating in beach clean ups while exploring the Ventura River Estuary. Sixth grade activities focus on the critically endangered Southern Steelhead Trout and the effects of the Matilija dam on beach erosion and spawning access.  Students plant and mulch native plants along the riverbank at the OVLC Steelhead Preserve and the VLT Big Rock preserve, under the supervision of conservation biologists from the OVLC, VLT, and the California Conservation Corps. Once Upon A Watershed’s free programs are supported by grants and donations in partnership with the Ventura Land Trust. 

     

    District 2: Supervisor Linda Parks

    Habitat Connectivity and Wildlife Corridor Zone – Ventura County Planning Division and Ventura County Counsel

    The Ventura County’s Planning Division and County Counsel staff are being recognized as Earth Day champions for their superb work that led to the successful and heralded adoption of a first-of-its-kind zoning for wildlife preservation, the Habitat Connectivity and Wildlife Corridor zone. One of the greatest threats to wildlife in our region is development and roadways that cutoff wildlife from the large areas of open space they need to survive. Preserving wildlife corridors that link the Santa Monica Mountains to the Los Padres Forest is cited by experts as a vital component to the survival of wildlife in our region. Ventura County is fortunate to have a great diversity of biological resources, and the protections afforded by the Habitat Connectivity and Wildlife Corridor zone will help ensure the health of such species as mountain lions, bears, lynx, deer, badgers, raccoons, eagles, and condors. Staff in Ventura County’s Planning Division and County Counsel’s office were instrumental in securing this precedent-setting ordinance that incentivizes adherence to fencing, lighting, and setbacks from waterways to protect and enhance wildlife movement. Thanks to the many hours of hard work by Kim Prillhart, Shelley Sussman, Kim Uhlich, Jeff Barnes, and Charmaine Buehner for their robust stakeholder input and land use expertise that culminated in a new zoning tool for Ventura County, which is also a model for other local governments. We are fortunate to have an abundance of native species in Ventura County, an enlightened citizenry that values natural resources, and excellent staff who created an award-winning way to further Ventura County’s natural resource goals.  

     

    District 3: Supervisor Kelly Long

    Limoneira’s Sustainability Stories, Pioneering for a Better Tomorrow

    Limoneira was founded in 1893, with a mission is to preserve and promote its tradition, heritage and legacy in agriculture, community development and stewardship. Their Sustainability Stories Pioneering for a Better Tomorrow series promotes solar energy use, water efficiency, organic recycling, and integrated pest management. Limoneira has 7 solar installations across their portfolio, including one in Santa Paula. These installations produce a total of 7M KW annually and will reduce 86,150 tons of CO2 over a 25-year period and allow the Company to be 50% off the grid. For Limoneira, efficiency is the name of the game when it comes to water management. They’re able to maintain this efficiency by leveraging technology to measure volumetric water content using soil moisture probes. The data obtained is shared with a main controller and managed expertly by Limoneira. In 2004, Limoeira partnered with Agromin to develop a 10-acre facility on Limoneira land to receive green materials from throughout Ventura County. The material is converted into mulch that is then spread in Limoneira orchards to reduce curb erosion, improve water efficiency and moderate soil temperatures. Founding member of the Integrated Pest Management program in Ventura County in 1917. This program sought to minimize the use of pesticides by releasing beneficial insects into the orchards. Limoneira maintains a complete Integrated Pest Management system to bring our sustainably-grown products to market.

     

    District 4: Supervisor Robert O. Huber

    Robbie Hidalgo, Simi Valley Community Garden 

    Robbie Hidalgo, Vice President of the Simi Valley Community Garden, has founded a variety of pioneering initiatives that connect the core principles of environmental stewardship with innovative solutions to community challenges and needs. The Garden, located in beautiful Simi Valley, is a place where individuals, couples, youth, families, teachers, students, supportive services organizations, non-profit and community organizations, seniors, veterans, and others come together to connect with nature, learn, volunteer, interact, serve, heal and grow as individuals and as a community.  Mr. Hidalgo has implemented such programs as the “Sharity Garden,” an all-volunteer mini-agricultural farm project that grows and donates 1,800 to 2,000 pounds of fresh produce each year directly to approximately 120 of the community’s homeless and indigent populations; the Free Farmers Market that distributes tens-of-thousands of pounds of fresh organic produce and other food items every month to anyone who attends; the Social Feed program that distributes easy-to-grow starter plants to local citizens and organizations at no charge, who then plant them community-wide; and the Grassroots program, a collaboration with Ventura County Probation, Big Brothers/Big Sisters of Ventura County, and the Community Garden to encourage human interaction with greenspaces and natural ecosystems, as well as promoting mentoring opportunities, community engagement, and volunteerism among local youth. 

     

    District 5: Supervisor John Zaragoza

    For the past 10 years the Ventura County General Services Agency (GSA) has given County employees and the public an opportunity to take a tour during Earth Day activities to discover the natural beauty of the County Government Center campus. This year’s theme Earth Day theme is: SAVE OUR SPECIES.  It is important for all of us to protect Our Species because nothing in nature survives alone. When a living species becomes extinct due to unnatural causes, the balance of the ecosystem is compromised. The causes include climate change, deforestation, habitat loss, poaching, air, water, and soil contamination.  Rosalind Harris, GSA Facility Manager states that, “GSA Special Services, Housekeeping and Grounds Departments’ goal is to protect our species by preserving the environment in which every living thing needs to survive. Our daily objective is to preserve our water, air, soil, and food source by establishing and using the safest, most natural, and best management practices in our day-to-day assignments. We hope that our work and outreach of our Annual Earth Day Tour at the County bring greater awareness, education and commitment to preserving our environment.”

    Oxnard | Six people arrested during vehicle theft investigations this week

    The Oxnard Police Department is committed to decreasing the number of vehicles stolen in Oxnard. During the last week, officers arrested 6 people for auto theft related charges. Below is a summary of the arrests:

    April 14, 2019
    • 8:00 a.m. – a patrol officer was in the 600 block of West Hueneme Road when he observed a reported stolen Honda Civic. 35-year-old Eric Dominguez was stopped while driving the vehicle and arrested for being in possession of the stolen vehicle and other narcotics-related charges.

    April 16, 2019
    • 3:00 p.m. – The Auto Theft Task Force located a stolen Lexus in the area of the 200 block of West First Street. 28-year-old Roman Salazar was contacted near the vehicle. Further investigation revealed his involvement with the stolen vehicle and he was arrested for the auto theft-related charges.

    • 9:53 p.m. – patrol officers were in the area of 100 block of west Pleasant Valley Road when they observed a Ford Expedition that was reported stolen. Officers conducted a traffic stop and arrested the three occupants on charges related to auto theft. The driver was a 14-year-old juvenile. The passengers were another 14-year-old juvenile and 20-year-old Rigoberto Garcia.

    April 17, 2019
    • 5:00 p.m. – The Auto Theft Task Force located a stolen Range Rover in the 300 block of North F Street that was reported stolen out of Thousand Oaks. 31-year-old Angela Chesser was contacted and arrested for possession of a stolen vehicle.

    Help protect yourself and your vehicle from thieves by remembering to:
    • Lock your vehicle and take out your valuables when leaving it. An unlocked car is an invitation to a thief.
    • Close all windows – thieves can open vehicles through the smallest of openings.
    • Take your car keys with you. Do not leave them in your car, or leave your car running.

    A large portion of auto theft is attributed to vehicles left running and unattended in front of the owner’s own home.

    Detectives from the Ventura County Auto Theft Taskforce (VenCATT) are comprised of members from the California Highway Patrol, Ventura District Attorney’s Office, DMV Investigations and the Simi Valley Police Department.

    Detectives from the Auto Theft Task Force, as part of an ongoing campaign to curb auto theft, are offering steering wheel locks to Oxnard residents. Owners of 1990-2000, Honda passenger vehicles are being asked to be extra vigilant due to the high number of thefts involving these specific vehicles. There are a limited amount of steering wheel locks available. For details on obtaining a free steering wheel lock, contact Detective Enrique Alvarez at (805) 385-7664.

    Criminal Complaint Filed Against Leroy Chad Tracy for Kidnapping

    VENTURA, California –District Attorney Gregory D. Totten announced today that on April 19, 2019, a felony complaint was filed against Leroy Chad Tracy (DOB 6/3/80), of Santa Paula.  The complaint alleges that on May 20, 2013, Tracy kidnapped victim Jane Doe at knifepoint while she was jogging in Santa Paula.  Tracy is charged with the rape and sexual assault of victim Jane Doe in an orchard.  The complaint further alleges that Tracy engaged in witness intimidation by threat of force.

    The charges are based upon an investigation conducted by the Ventura County Sheriff’s Department.  Tracy was arrested on April 17, 2019, and is being held on $1,000,000 bail.  Tracy appeared in court on April 19, 2019, and pled not guilty to all charges.  The case is set for early disposition conference on April 30, 2019, at 1:30 p.m., Ventura County Superior Court, courtroom 12.

    Weekend Full Closure of A Street in Fillmore for State Route 126 Pavement Project

    PIRU, FILLMORE – The California Department of Transportation (Caltrans) announced plans to close a lane in both directions of State Route 126 (Santa Paula Freeway) for guardrail work. Crews will be closing A Street (State Route 23) between River St and State Route 126 (SR-126) for paving work.

    From Monday, April15 to Friday, April 26, the following lane closure will be in place in the city of Fillmore and the unincorporated area of Piru:

    Evening Closure 7 p.m. – 6 a.m.

    The California Department of Transportation (Caltrans) announced plans to close “A” Street (State Route 23) between River St and State Route 126 (SR-126) for paving work.

    On Saturday April 27 at 7p.m. to Monday, April 29 at 6 a.m., the following closures will be in place in the city of Fillmore:

    • A Street (State Route 23) between River St and SR-126.Vehicles will be restricted from making right turns on to A street in both directions.
    • One lane of SR-126 will be closed in both directions at the intersection of A Street and SR-126.

    Some closures may start and end later. All closures are weather permitting and subject to change. The closure will occur on four consecutive weekends.

    Motorists should expect delays and are strongly advised to use alternate routes or avoid the area. Additionally, motorists can check traffic conditions before they leave by visiting the Caltrans Quickmap.

    The closures are part of a road repaving project that stretches from the Ventura-Los Angeles County Line to Haun Creek. Granite Construction Co. of Santa Barbara, CA is the contractor.

    Caltrans reminds drivers to be “Work Zone Alert” and to “Slow for the Cone Zone.”

    Santa Paula: Preparing for 5G Wireless

    Item 11 on the April 17, 2019 Santa Paula City Council was a new ordinance to allow 5G wireless towers on the public right-of-way.

    Typically, the wireless equipment has been on private property, such as the new tower disguised as a cross on the church located at Steckel Road and Harvard Boulevard, which was reviewed at the October 24, 2017 Planning Commission meeting.

    How Does the 5G Process Differ?

    The new 5G ordinance only covers the public right-of-way. According to City Attorney John Cotti, the federal government and the state want to move fast on this potentially explosire market, so are requiring a ministerial permit (no citizen review) and a fast track (90 to 120 days). If the city cannot meet these tight time periods, then the permit is assumed to be approved.

    CEQA will not be allowed on these 5G applications because they are not considered “projects” under CEQA standards.

    Fees must not be exorbitant and must reflect the city’s cost.

    Santa Paula is defining the process now to get ahead of future more stringent rules from the State of California or the FCC.

    The Santa Paula ordinance also considers RF (radio frequency) strength and stipulates that each tower must be measured to ensure that the tower is emitting less than or equal to the allowed amount of RF.

    Council Member Sobel said that the range is only 60’ for these small boxes so conceivably a provider could “pepper Main Street” with them.

    Council Member Crosswhite reiterated that the city must make guidelines now before they are handed down to the cities.

    Council approved the first of the three new ordinances with the other two to be flushed out at a future meeting.

    Apple Computers and its new iPhone, Qualcomm chip maker, and Verizon 5G provider are some of the vendors who will benefit as this technology becomes ubiquitous.

    This Year’s WH Easter Egg Roll Will Be Bigger Than Ever Before

    It’s that time of year again, when thousands of people will show up on the front lawn of the White House for the annual Easter Egg Roll and the 2019 Commemorative Egg will be presented to first lady Melania Trump.

    And trust us when we say, this year’s egg might just be the most stunning of all the rest, just like the first lady. And we got the chance to get a sneak peek at it before it will presented to FLOTUS on Monday. (RELATED: Celebrate Melania’s Birthday With Her Greatest Looks As First Lady [SLIDESHOW])

    This year’s egg is striking and clearly inspired by the first lady, as it is covered in a beautiful blue background with colorful flowers. Across one side it reads “Be Best,” in honor of FLOTUS’ ongoing initiative that focuses on helping children become “happy and productive adults who contribute positively to society and to their global communities.” (RELATED: Tiffany Trump Stuns In Sleeveless Black Dress At WH Christmas Party)

    Each year the board selects a different designer from across the country and this year’s winner was Cecilia Glembocki, the executive director of the Virginia Egg Council. It was her first time with such an honor.

    The technique for the design is called “quilling,” which involves small pieces of rolled papers that are intricately designed and pasted together. And the idea for this year’s design came from the children of egg farmers.

    The American Egg Board has been presenting an egg for 42 years to the White House, with the first one dating back to 1977 when it was given to then-first daughter Amy Carter.

    Soon after, it was presented to the first lady and the tradition continues today. You can see what each of the eggs have looked like over the years here.

    “We have more than doubled our donations of eggs for this year on behalf of America’s egg farmers,” Anne Alonzo, AEB President & CEO told The Daily Caller. “They will be used for rolling, decorating and for our EggPops…which are hard boiled eggs on a stick.”

    The tradition of the WH Egg Roll has been going on for almost a century-and-a-half, with this year marking the 141st event. And it’s expected to be bigger than ever before.

    A whopping 74,000 eggs will be provided for the huge gathering on the lawn of the WH with officials estimating some 30,000 people expected to participate. And whatever eggs aren’t used, Alonzo said will be donated to local food banks in the area.
