Oxnard Police Department – Incident Press Release
The Oxnard Police Department cited four clerks for selling tobacco products to minors between March 28, 2019 and April 11, 2019. The actions were the result of a youth decoy program in which minors, under the direct supervision of officers, attempted to purchase tobacco products from 30 tobacco retail licensees in the City of Oxnard. Partnered with the California Tax and Fees Administration, the goal of these operations is to limit youth access to tobacco products and confirm that local businesses are operating in compliance with the law. The following establishments were cited for selling tobacco products to minors:
The Oxnard Police Department will continue to conduct periodic compliance checks to reduce the availability of tobacco products to our youth. Minor Decoy operations have been conducted by local law enforcement throughout the state since the 1980’s. In 1994, the California Supreme Court ruled unanimously that use of underage decoys is a valid tool of law enforcement to ensure that licensees are complying with the law.
This project is part of the State of California Department of Justice Tobacco Grant Program, funded by the California Healthcare, Research and Prevention Tobacco Tax Act of 2016.
Ventura County Sheriff Department – Incident Press Release
On 03/17/2019, at approximately 4:18 a.m., patrol units from the Thousand Oaks Police Department responded to a Domestic Disturbance in the 600 Block of Tara Street in Newbury Park. Deputies learned that (S1) Diego Ambriz unlawfully entered the residence of the victim, his estranged spouse, and verbally confronted her. He left the residence for a short time and then returned with (S2) Luis Ruelas. Ambriz and Ruelas confronted the victim on the side of the house. Ruelas had his face covered and brandished a metal bat in close proximity to the victim. Ambriz flashed gang signs at the victim and then battered her. Ambriz pulled out a knife with an exposed blade, held it close to the victim’s face, and told her that he was going to use the knife on her. Ambriz and Ruelas fled the scene when the victim screamed and other family members arrived at the scene.
On 04/11/2019, members from the Thousand Oaks Investigations Bureau, Directed Enforcement Unit and Special Enforcement Unit conducted search warrant services at Ambriz’ residence and Ruelas’ residence and seized evidence related to the crimes. Ambriz was arrested for 245(a)(1) PC (Assault with a Deadly Weapon), 273.5(a) PC (Corporal Injury to Spouse), 182(a)(1) PC (Conspiracy to Commit a Crime), and 186.22(a) PC (Street Terrorism). Ruelas was arrested for 182(a)(1) PC (Conspiracy to Commit a Crime), 186.22(a) PC (Street Terrorism), and 417(a)(1) PC (Exhibit Deadly Weapon). Both were booked at the East Valley Jail, with bail amounts of $100,000 each.
Simi Valley Police Department – Incident Press Release
On April 10, 2019, the Simi Valley Police Departments Property Crimes Unit along with members of the Ventura County Auto Theft Taskforce and the California Highway Patrol’s Air Division conducted a joint operation related to numerous burglaries that occurred in Ventura and Los Angeles County. During this investigation, a 2019 Ford Escape SUV license number 8HOK667 was identified as a suspect vehicle. During an extensive surveillance operation, three suspects in the above mentioned vehicle were observed committing several vehicle burglaries, mainly in secluded areas such as hiking trail heads.
The suspect vehicle was stopped and three subjects were arrested for Burglary and Conspiracy. The suspects were identified as Jonathan Garay (29 yrs), Eduardo Queralto (22 yrs), and Kevin Castillo (22 yrs). All three suspects were temporarily in the United States on Visa’s from Chile.
During several of their crimes, the suspects utilized an electronic jamming device which interrupted the signal from the victim’s remote key fob preventing the car from being locked by remote. Often the victim would press the lock button on their car remote and walk away from the vehicle believing it was locked. The jamming device prevented the car from locking and provided easy access for the suspects to the vehicles contents.
In an effort to not fall victim to this tactic, when locking your car via a remote, make sure that the lights flash on the car and if applicable, the horn sounds confirming that it is locked. Then physically check the door handle to confirm it is locked. During all of the above mentioned crimes, the victim’s vehicle lights did not flash nor did the horn sound when the jamming device was being utilized.
If you have any information related to this suspect vehicle or the suspects themselves, please contact Detective Steve Collett at (805) 583-6968.
The number of U.S. workers who tested positive for marijuana and other drugs jumped to a 14-year high in 2018, according to the drug-testing laboratory Quest Diagnostics Inc.
Quest Diagnostics found that 2.3 percent of 10 million urine, saliva and hair samples from U.S. workers tested positive for marijuana in 2018, a 10-percent increase over the prior year. About 4.4 percent of samples contained some kind of illegal or legal drug, a 14-year high, The Wall Street Journal reports. (RELATED: Tucker Gets Heated Debating Pro-Marijuana Author)
“Marijuana use is on the rise in society, so it’s not surprising that we’re starting to see that filter into the workplace,” Quest Diagnostic senior science and technology director Barry Sample told TheWSJ.
A positive drug test does not always mean the individual regularly uses marijuana. The drug might stay in somebody’s system for months and pop up in saliva and urine tests long after it is consumed, Sample said.
Ten states in the U.S. — Alaska, California, Colorado, Maine, Massachusetts, Michigan, Nevada, Oregon, Vermont and Washington — and D.C. have legalized both the medical and recreational use of marijuana. The latest of those, Michigan, voted to legalize the substance in 2018’s midterm election, according to Business Insider.
New Jersey, New York and Illinois lawmakers are considering similar proposals that would legalize weed for medical and recreational use, according to TheWSJ.
Twenty-three other states have legalized weed for medical purposes diagnosed by a doctor.
As marijuana becomes more widely available and its use more accepted, local governments are beginning to take up proposals to punish businesses that would fire workers for smoking marijuana. New York City’s council put forth a proposal Tuesday to bar most businesses, nonprofits and groups from testing employees or volunteers for the drug, Crain’s New York Business reports.
