April 30th is Deadline for Community Services Infrastructure Grant Program

    0

SACRAMENTO – California State Treasurer Fiona Ma reminds counties that the deadline to apply for grants to build facilities for jail and prison diversion programs is Tuesday, April 30. The $65 million program of one-time competitive grants is intended to expand programs that provide an alternative to incarceration for people who suffer from mental illness, addiction, or trauma.

“I stand shoulder-to-shoulder with Governor Newsom in his efforts to reform the criminal justice system,” said Treasurer Ma. “For decades, California’s criminal justice system was overly focused on corrections instead of rehabilitation. This grant serves as one example that we have changed our thinking. We must continue to create the infrastructure in communities that will not only rehabilitate, but prevent individuals from ending up in jail or prison in the first place. I look forward to working with counties and other local partners across the state to ensure the success of this program.”

Grant funds are to be provided to counties to develop and build mental health treatment facilities, substance use disorder treatment facilities, and trauma-centered service facilities. The trauma-centered facilities may include services for sex trafficking victims, domestic violence victims, and victims of other violent crimes.

The grant program will fund facility acquisition, renovation, equipment acquisition, information technology, and program start-up costs. The program is administered by the California Health Facilities Financing Authority (CHFFA). For more information, please visit the CHFFA website.

Fiona Ma is California’s 34th State Treasurer. She was elected November 6, 2018 with more votes (7,825,587) than any other candidate for treasurer in the state’s history. She is the first woman of color and the first woman Certified Public Accountant elected to the position. California is the world’s fifth-largest economy and Treasurer Ma serves as its head banker, providing transparency and oversight for the government’s investment portfolio and accounts as well as managing $92 billion in financial assets. The State Treasurer’s Office (STO) provides financing for schools, roads, housing, levees, public facilities, and other crucial infrastructure projects that better the lives of all Californians. The STO manages cash receipts and bond issuances for the State and oversees programs that fund schools, hospitals, and affordable housing and small businesses. The STO also manages three savings programs that benefit individuals with disabilities, families planning for higher education, and private-sector employees working toward retirement.

    Thomas Fire Burglary Suspects Arrested

Ventura County Sheriff Department – Incident Press Release

Two Santa Paula residents were arrested after being linked to a burglary that occurred to a Thomas Fire victim’s property.

The victims were residents of the unincorporated area of Santa Paula. Unfortunately, their home was completely lost during the Thomas Fire in December of 2017, however, a detached garage remained standing. The victims used the garage to store personal property. Because of the loss of their home, the family was forced to move to a different location in the area. Throughout 2018, the victims returned to the location to check on the property.

During the month of October 2018, the victims arrived at the property and noticed the garage had been broken into. The lock to a door was cut and several valuables were taken.

Detectives received information that the stolen goods were sold at a business in the city of Ventura. Acting on this tip, investigators were able to identify Joshua Draper and Elise Main as the suspects.

Detectives obtained a search warrant for Draper and Main’s residence. Investigators from the Sheriff’s Gang Unit and the Fillmore Detective Bureau served the warrant. The search of their property revealed additional evidence connecting the two to the burglary. As the investigation unfolded, detectives discovered that the suspects also had a storage locker in the city of Santa Paula. A search warrant was obtained for this location as well. The storage facility contained more stolen property from the Thomas Fire victims. Investigators also located several valuable construction tools and other property that appeared to be stolen but have not yet connected the property to a victim. The investigation is ongoing.

Draper was booked for violating California Penal Code Sections 459 PC / Burglary, 496(a) / Possession of Stolen Property and for violating Health and Safety Code Sections 11550 (a) / Under the Influence of a Controlled Substance and 11364(a) / Possession of Drug Paraphernalia. Main was booked for California Penal Code Section 496(a) / Possession of Stolen property and Health and Safety Code Section 11550(a) / Under the Influence of a Controlled Substance. Both remain in custody with bail set at $300,000.

Vehicle Pursuit begins in Ventura | Ends with Suspect being Tased in House Off PCH

Ventura Police Department – Incident Press Release

On April 7th at 4:57 PM< the Ventura Police Department Command Center received a call of a subject that was possibly under the influence disturbing passersby on the Promenade near Paseo De Playa. As officers arrived on scene and attempted to make contact with the subject, later identified as Michael Dougherty, DOB: 01/31/90, San Francisco Resident, he ran from officers, got into a nearby parked vehicle and fled at a high rate of speed. A short time later, it was reported that the vehicle he was driving had possibly been stolen.

Officers attempted to initiate a traffic stop on Dougherty, who was acting erratically and stopped several times in the middle of the road to yell at the officers. As Dougherty entered the Downtown area of Ventura and continued driving on several different streets, officers did not initiate a vehicle pursue because of the danger he posed to the public.

Dougherty ultimately entered Highway 101 northbound from Oak St., at which time officers initiated a vehicle pursuit. With officers pursuing him, Dougherty continued on Highway 101 at speeds ranging between 50-85 MPH. The California Highway Patrol was contacted to assist with the vehicle pursuit. As he was entering Santa Barbara County, Dougherty exited at Casitas Pass Rd. and entered back onto Highway 101 southbound towards Ventura. When he exited at the Main St. off-ramp into Ventura, the pursuit was terminated due to the continued danger Dougherty’s driving posed to the public. After terminating the vehicle pursuit, Dougherty entered back onto the Highway 101 northbound.

Approximately 10 minutes later, the California Highway Patrol started receiving 911 calls of a reckless driver on Highway 101 near Padre Juan Canyon Rd. overpass. One caller reported that

Dougherty had stopped on the shoulder and fled on foot, across the highway. The California Highway Patrol and Ventura County Sheriff’s Department responded and started searching for him. He was seen a short time later near the Faria Beach Park and fled from CHP officers and deputies on foot. Dougherty entered a residence in the 4000 block of Pacific Coast Highway and taken into custody after being tased.

Officers from the Ventura Police Department responded and took custody of Dougherty. After he was medically cleared for minor injuries he sustained when running on foot, he was arrested for felony evading arrest in a vehicle, driving under the influence, and resisting arrest.

It was later determined the vehicle he was driving was taken from a relative who did not know Dougherty had taken it, therefore it was not stolen.

A review of the Ventura County Superior Court website shows that Dougherty plead guilty for the same charges in September of 2017, and was due to be back in court this month for additional court proceedings related to that conviction.

Veteran NASA Astronauts Inducted into US Astronaut Hall of Fame

Janet Kavandi, director of NASA’s Glenn Research Center, and James Buchli are the latest veteran NASA astronauts to join the ranks of the U.S. Astronaut Hall of Fame.

“The pioneering spirit we see in every astronaut is truly exemplified by this year’s inductees,” said NASA Administrator Jim Bridenstine. “Janet Kavandi and James Buchli represent the best of America’s astronauts, and I congratulate them for achieving this prestigious honor. Each has contributed greatly to the NASA mission, and their efforts have helped lay the groundwork for where we are today — including Janet’s leadership directing Glenn’s Moon to Mars work — as we chart a course for a return of American astronauts to the lunar surface in five years, and eventually on to Mars.”

Bob Cabana, director of NASA’s Kennedy Space Center in Florida and a 2008 inductee, was among the speakers at the ceremony, which took place Saturday at Kennedy Space Center Visitor Complex, and now brings the total number of hall of fame space explorers to 99.

Kavandi was a member of NASA’s 15th class of astronaut candidates, selected in 1994. She is a veteran of three space shuttle missions, serving as a mission specialist on STS-91 in 1998, STS-99 in 2000, and STS-104 in 2001. She has logged more than 33 days in space, traveling more than 13.1 million miles in 535 Earth orbits.

During her time in the NASA Astronaut Office, Kavandi supported International Space Station payload integration, capsule communications and robotics, and served as deputy chief of the Astronaut Office. She became the director of Glenn in 2016.

Buchli was part of NASA’s 1978 astronaut candidate class. He was a member of the space shuttle support crew for STS-1 and STS-2, both in 1981, and served as on-orbit capsule communicator for STS-2. A veteran of four space flights, Buchli has orbited Earth 319 times, traveling 7.74 million miles over a span of more than 20 days. He served as a mission specialist on STS-51C in 1985, STS-61A in 1985, STS-29 in 1989, and STS-48 in 1991. From March 1989 until May 1992, he also served as deputy chief of the Astronaut Office.

The Astronaut Scholarship Foundation selects astronauts for induction into the U.S. Astronaut Hall of Fame, which was founded more than 30 years ago by the six surviving Mercury 7 astronauts as a venue where space travelers could be remembered and honored.

For more information about NASA’s astronauts, visit: https://www.nasa.gov/astronauts

Veteran NASA astronauts James Buchli and Janet Kavandi were inducted into the U.S. Astronaut Hall of Fame in a public ceremony at Kennedy Space Center Visitor Complex in the Space Shuttle Atlantis attraction on April 6, 2019.
