    Oxnard | Four arrested in three days on charges related to stolen vehicles

    Oxnard Police Department – Incident Press Release

    Officers arrested four people over the last three days for auto theft-related charges.  Below is a summary of the arrests:

    March 26, 2019

    • 3:15 p.m. – Officers were in the 200 block of South Oxnard Blvd when they arrested Victor Velasco for a felony stolen vehicle arrest warrant.

     March 28, 2019

    • 5:30 p.m. –Ventura County Auto Theft Task Force (VenCATT) detectives located a stolen vehicle in the area of the 5000 block of Saviers Road.  They conducted a high-risk stop on the vehicle and arrested the driver, Arlene Hokafanu, for auto theft, possession of narcotic paraphernalia, and identity theft charges.  The passenger, Erica Torres, was arrested for narcotic related offenses and a felony warrant for possession of a stolen vehicle. 

    VenCATT is comprised of members from the California Highway Patrol, Oxnard Police, Ventura Police, Ventura District Attorney’s Office, DMV Investigations and the Simi Valley Police Department.

    • 10:01 p.m. – patrol officers were handling a call for service on South B Street when they heard a vehicle collision occur near the 400 block of South Oxnard Blvd.  Officers responded and located the two vehicles involved.  Officers were able to determine that one of the vehicles involved was a reported stolen vehicle from Ventura.  Officers identified the driver of the stolen vehicle as Ana Lopez and arrested her at the scene for being in possession of the stolen vehicle.

    Please be advised that a significant portion of auto theft is attributed to vehicles left running and unattended in front of the owner’s own home.

    Help protect yourself and your vehicle from thieves.

    • Lock your vehicle and take out your valuables when leaving it.  An unlocked car is an invitation to a thief. 
    • Close all windows – thieves can open vehicles through the smallest of openings.
    • Take your car keys with you. Do not leave them in your car, or leave your car running.

    As part of an ongoing campaign to curb auto theft, the Oxnard Police Department is offering steering wheel locks to Oxnard residents.  Owners of 1990-2000, Honda passenger vehicles are being asked to be extra vigilant due to the high number of thefts involving these specific vehicles.  The Oxnard Auto Theft Task Force has a limited amount of steering wheel locks available, for details on obtaining a free steering wheel lock, contact Detective Enrique Alvarez at (805) 385-7664.

    Navy Survey to Address Privatized Housing Issues

    Ventura County, Calif., Mar. 29, 2019 – As a result of recent concerns of sub-standard privatized housing conditions across the military branches, Chief of Naval Operations John Richardson has directed an “out of cycle” housing survey be given to all Sailors currently living in the housing.

    The intent of the survey, which will be conducted from April 2-30 by an independent third party, is to determine residents’ overall satisfaction with privatized housing, to include health and safety concerns.

    What makes the survey unique is that it is being conducted on behalf of the Navy, which is different than past annual surveys that were conducted on behalf of the five companies that provide Navy privatized housing.

    Sailors through the survey will also be able to note their likes and dislikes with privatized housing, concerns they may have regarding their homes, community and services provided by the privatized housing management companies as well as overall satisfaction.

    All Sailors living in privatized housing are strongly encouraged to participate in the survey. They will receive a letter, which will provide information on how to access the survey, from CEL & Associates, Inc., which is an independent third party that will conduct and manage the survey.

    In light of issues recently raised by service members and families, the Navy has also conducted town hall meetings and “walk troughs” where residents volunteer to have leadership check out their houses. In addition, the Navy is working with housing partners to ensure maintenance and repairs are conducted and other issues are addressed.

    The Navy is also conducting a survey April 2 to June 20 for Sailors living in unaccompanied housing.  A survey for Sailors and families living in government-owned or government-leased housing was launched on March 19, and runs through June 6.

    Breaking! Federal Court Finds California Magazine Ban Violates the Second Amendment

    In one of the strongest judicial statements in favor of the Second Amendment to date, Judge Roger T. Benitez of the U.S. District Court for the Southern District of California determined on Friday that California’s ban on commonly possessed firearm magazines violates the Second Amendment.

    The case is Duncan v. Becerra.

    The NRA-supported case had already been up to the U.S. Court of Appeals for the Ninth Circuit on the question of whether the law’s enforcement should be suspended during proceedings on its constitutionality. Last July, a three judge panel of the Ninth Circuit upheld Judge Benitez’s suspension of enforcement and sent the case back to him for further proceedings on the merits of the law itself. 

    Judge Benitez rendered his opinion late Friday afternoon and handed Second Amendment supporters a sweeping victory by completely invalidating California’s 10-round limit on magazine capacity. “Individual liberty and freedom are not outmoded concepts,” he declared.  

    In a scholarly and comprehensive opinion, Judge Benitez subjected the ban both to the constitutional analysis he argued was required by the U.S. Supreme Court in District of Columbia v. Heller and a more complicated and flexible test the Ninth Circuit has applied in prior Second Amendment cases. 

    Either way, Judge Benitez ruled, the law would fail. Indeed, he characterized the California law as “turning the Constitution upside down.” He also systematically dismantled each of the state’s purported justifications for the law, demonstrating the factual and legal inconsistencies of their claims.

    NRA-ILA Executive Director Chris W. Cox hailed the decision as a “huge win for gun owners” and a “landmark recognition of what courts have too often treated as a disfavored right.” 

    “Judge Benitez took the Second Amendment seriously and came to the conclusion required by the Constitution,” Cox said. “The same should be true of any court analyzing a ban on a class of arms law-abiding Americans commonly possess for self-defense or other lawful purposes.”

    Unfortunately, Friday’s opinion is not likely to be the last word on the case. The state will likely appeal to the Ninth Circuit, which has proven notably hostile to the Second Amendment in past decisions.

    Nevertheless, the thoroughness of Judge Benitez’s analysis should give Second Amendment supporters the best possible chance for success in appellate proceedings, particularly if the case ultimately lands before the U.S. Supreme Court.

    In the meantime, Friday’s order prohibits California from enforcing its magazine restrictions, leaving its law-abiding residents safer and freer, at least for the time being.

    Camarillo | FY 2019/20 Community Service Grants Totaling $64,162 Awarded

    Camarillo, California – On March 27, 2019, the Camarillo City Council awarded $64,162 in Community Service Grants to 15 non-profit groups to provide needed services to seniors and youth, and to provide cultural enrichment in the community.

    In November 2018, the Camarillo CityScene newsletter announced the FY 2019/2020 Community Service Grant (CSG) Program.  The article informed the grant applicants who were interested in requesting funds to attend an informational workshop held on December 5, 2018. As of the application deadline on January 25, 2019, the City received grant requests from 16 organizations for the CSG Program.

    The CSG Program receives discretionary funding from the General Fund in the amount of $63,400. Additional funding of $1,000 is available from beneficiaries of conduit financing projects, resulting in $64,400 of total available funding in FY 2019/2020.

    The City Council reviewed each request during a Study Session on March 13, 2019. At a public hearing on March 27, 2019, the City Council approved the following Community Service Grants for FY 2019/2020:

    • Adolfo Camarillo High School Music Boosters
      • Granted $10,000 for the purchase of two (2) new Marimbas
    • Adolfo Camarillo High School PTSA
      • Granted $3,500 for the After Prom Safe and Sober Event
    • Boys & Girls Club of Camarillo
      • Granted $10,000 to update and improve the club’s audio-visual equipment in the auditorium
    • Camarillo Academic Olympics
      • Granted $2,500 to finance expenses for the Camarillo Academic Olympic competition for grades 4 – 8
    • Camarillo Art Center
      • Granted $3,512 for total replacement of existing irrigation system and timer
    • Camarillo Community Band
      • Granted $2,000 for the purchase of music for the band
    • Channel Islands Choral Association
      • Granted $1,539 to purchase concert folders, music lights, and batteries for the music lights
    • kidSTREAM
      • Granted $3,500 for the cost of course materials and supplies for the STREAM (Science, Technology, Reading, Engineering, Art, Math) summer program
    • New West Symphony Association
      • Granted $10,000 for concert tickets and transportation for PVSD students to attend Symphonic Adventures, and for program costs of the Music Van program
    • Pleasant Valley Historical Society
      • Granted $2,200 to build displays for historic farm implements
    • Rancho Campana High School Safe & Sober After Prom
      • Granted $2,250 for the After Prom Safe and Sober Event
    • Save Our Kids Music
      • Granted $3,601 for one Guitarron, two Vihuelas, two Golpes, and 15 Guitars

    Trump Puts A Timeline On Closing The Border With Mexico

    President Donald Trump threatened to close the U.S. southern border next week in a tweet Friday if Mexico “doesn’t immediately stop” illegal immigration into the U.S.

    “If Mexico doesn’t immediately stop ALL illegal immigration coming into the United States throug[h] our Southern Border, I will be CLOSING … the Border, or large sections of the Border, next week,” Trump wrote on Twitter. “This would be so easy for Mexico to do, but they just take our money and ‘talk.’ Besides, we lose so much money with them, especially when you add in drug trafficking etc.), that the Border closing would be a good thing!”

    The president is raising the issue as recent reports show that the U.S.-Mexico border is at a “breaking point.” Customs and Border Protection was forced to close down highway checkpoints near El Paso, Texas, to shift resources to deal with a spike in illegal immigrant apprehensions this past weekend, reported the Texas Tribune.

    Trump talked about closing the southern border in response to inaction from the Mexican government during a Thursday night rally in Michigan as well.

    “Mexico could stop them so easy. . . . If they don’t, it’s going to cost them a hell of a lot of money. . . . We will close the damn border,” he said.

    Mexican President Andres Manuel Lopez Obrador weighed in on Trump’s accusation that he was “doing nothing” to stop illegal immigration into the U.S. before the rally happened Thursday.

    “We respect president Trump’s position, and we are going to help,” Lopez Obrador told reporters Thursday, adding, “this is a problem of the United States, or it’s a problem of the Central American countries. It’s not up to us Mexicans, no.”

    Trump’s warning comes as he continues trying to secure funding for a southern border wall, which he promised to building during his campaign. Democratic lawmakers are not happy that the Pentagon plans to reallocate $1 billion for border wall construction.

    NASA Television to Broadcast Launch, Docking of Space Station Cargo Ship

    A Russian Progress cargo ship is scheduled to launch on a three-hour flight to the International Space Station Thursday, April 4. Live coverage of the spacecraft’s launch and arrival will begin at 6:45 a.m. EDT on NASA Television and the agency’s website.

    Loaded with three tons of food, fuel and supplies for the residents of the orbiting laboratory, the Progress 72 spacecraft is scheduled to launch at 7:01 a.m. (4:01 p.m. Baikonur time) on a Soyuz booster from the Baikonur Cosmodrome in Kazakhstan. 

    The Progress will orbit Earth twice then rendezvous with the station, where it will dock to the Pirs docking compartment on the Russian segment of the complex. Live coverage of its arrival and docking will begin at 9:45 a.m., with docking scheduled for 10:25 a.m.

    The spacecraft will remain at the orbital outpost until late July.

    Simi Valley | DUI/Driver’s License Checkpoint Planned Over the Next Two Weeks

    Simi Valley, Calif. – The Simi Valley Police Department will be conducting a DUI/Driver’s License Checkpoint over the next two weeks, at an undisclosed location within the city limits between the hours of 8:00 p.m. to 2:00 a.m. 

    DUI Checkpoints like this one are placed in locations based on collision statistics and frequency of DUI arrests. Officers will be looking for signs of alcohol and/or drug impairment, with officers checking drivers for proper licensing. 

    The Simi Valley Department reminds drivers that “DUI Doesn’t Just Mean Booze.” If you take prescription drugs, particularly those with a driving or operating machinery warning on the label, you might be impaired enough to get a DUI. Marijuana can also be impairing, especially in combination with alcohol or other drugs, and can result in a DUI. 

    In 2017, 1,120 people were killed in alcohol-involved crashes on California roads. Last year, the Simi Valley Police Department investigated 71 DUI collisions which have claimed 1 life and resulted in another 22 injuries. 

    The Simi Valley Police Department offers these reminders to ensure you have a safe night of fun that doesn’t involve a DUI: 
    • Always use a designated sober driver – a friend who is not drinking, ride-share, cab or public transportation – to get home. 
    • See someone who is clearly impaired try and drive? Take the keys and help them make other arrangements to find a sober way home. 
    • Report drunk drivers – Call 911. 
    • Hosting a party? Offer nonalcoholic drinks. Monitor who are drinking and how they are getting home. 

    Getting home safely is cheap, but getting a DUI is not! Drivers caught driving impaired and charged with DUI can expect the impact of a DUI arrest to be upwards of $13,500. This includes fines, fees, DUI classes, license suspension and other expenses not to mention possible jail time. 

    Funding for this checkpoint is provided to the Simi Valley Police Department by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

    Trump orders feds to prep for EMP attack

    President Trump has ordered federal government agencies to harden the nation’s infrastructure against potentially devastating attacks by a nuclear-bomb-produced electromagnetic pulse, or EMP.

    “The federal government must foster sustainable, efficient, and cost-effective approaches to improving the nation’s resilience to the effects of EMPs,” Mr. Trump stated in an executive order signed Tuesday.

    EMP is produced from nuclear blasts, special electronic weapons or solar storms and can damage or disrupt critical infrastructure.

    The order notes that a high-altitude EMP can be set off by a nuclear detonation at about 24 miles above Earth or higher. Another danger is an EMP caused by a natural sun-caused geomagnetic storm. Both can affect electronics over large geographic areas.

    The directive sets U.S. policy to prepare for the EMP incidents through government wide efforts and encouraging the private sector, which owns much of the electrical infrastructure, to adopt protective measures. The three U.S. electric grids are owned by private utilities that to date have been reluctant to spend the money on the necessary investments to shield electric transformers and other components.
