    Woman Sentenced to Prison for Vehicular Manslaughter While Under the Influence of Drugs

    VENTURA, California – District Attorney Gregory D. Totten announced today that Georgia Casey (DOB 10/30/1986), of Ventura, was sentenced to eight years four months in the California Department of Rehabilitation and Corrections.  The sentence was based upon her guilty pleas to felonies including vehicular manslaughter while intoxicated, with a special allegation of fleeing the scene of an accident, failure to appear in court while on bail, unrelated felonies of possession of a forged driver’s license and possession of a counterfeit device, and misdemeanor charges of identity theft, providing false information to a peace officer and petty theft.

    On April 25, 2017, just before 8:00 a.m., Casey drove an SUV into the Ventura County Government Center complex. At that same time, Ms. Estella Tejeda Camacho was walking to work on the sidewalk adjacent to the roadway. Casey drove onto the sidewalk and struck Ms. Tejeda Camacho. Casey momentarily stopped the vehicle before fleeing the scene. Ms. Tejeda Camacho died as a result of the injuries she suffered.  During the investigation by the Ventura Police Department, it was determined that Casey was addicted to drugs and had used drugs earlier the day she struck and killed Ms. Tejeda Camacho.

    Simi Man Arrested | Suspect in Sales of Narcotics

    On February 28, 2019, Detectives from the Ventura County Sheriff’s Office East County Street Narcotics Team concluded a narcotics sales investigation into Hector Garcia of Simi Valley, who was involved in the sales of narcotics to residents of Ventura County. 

    On February 28, 2019, Detectives contacted 43 year old Simi Valley resident, Hector Garcia outside his residence in the 1500 Block of Patricia Avenue in Simi Valley.  Detectives detained Garcia pursuant to a signed search warrant.  The search warrant allowed the search of Garcia’s person, his vehicle and his residence.           

    While detaining Garcia, Narcotics Detectives executed the search warrant at Garcia’s residence. Detectives determined Garcia rented a room within the apartment, which he shared with his eleven year old son.  Detectives contacted Garcia’s son inside the bedroom and searched the bedroom pursuant to the warrant.  In all, detectives seized 124 grams of cocaine and 98 grams of methamphetamine. Detectives also seized paraphernalia indicative of narcotics sales.  The narcotics seized were unsecured and accessible to Garcia’s son.  Illegal narcotics are extremely dangerous and exposure or ingestion by children can lead to serious injury or death.       

    Based on the investigation, Detectives subsequently arrested Garcia for violation of Health and Safety Code sections 11378 and 11351-Possession for sale of controlled substances.  Additionally, Garcia was arrested for violation of Penal Code section 273a(a)-Child endangerment.

    Oxnard | Thirteen people arrested during vehicle theft investigations over four day period.

    The Oxnard Police Department has an ongoing commitment to curb auto theft and arrest those responsible for it.  During four days earlier this week, officers arrested 13 people for auto theft related charges.  Below is a summary of those arrests:

    February 22, 2019

    • 8:30 p.m. – patrol officers observed a stolen vehicle in the 1000 block of Fir Avenue. Officers attempted to stop the vehicle and the driver fled on foot.  Officers apprehended the suspect who was later identified as Ricardo Navarro.  Navarro was arrested for auto theft and narcotics related charges.
    • 9:40 p.m. – patrol officers located a stolen vehicle in the area of Bard Avenue and Rose Avenue. An officer recognized the driver as being Alberto Herrera.  Officers attempted to stop the vehicle but the vehicle fled.  A vehicle pursuit ensued but was cancelled due to safety reasons.  Officers located the vehicle in the area of Iris Street and Gisler Avenue approximately 10 minutes later.  On February 26, 2019 at approximately 3:30 P.M., officers from the Oxnard Police Department Special Enforcement Unit observed Herrera in the area of Redwood and “J” Street.  Herrera was contacted and arrested for auto theft and felony evading related charges.
    • 11:27 p.m. – patrol officers located another stolen vehicle at Mariposa Street and Bluebell Street.  The occupants of the vehicle were contacted and all were determined to be juveniles.  One of the juveniles was arrested for auto theft related charges and the others were released to their parents.

    February 23, 2019

    • 6:14 p.m. – officers from the Oxnard Police Department attempted to stop a vehicle at Rose Avenue and Pleasant Valley Road. A vehicle pursuit was initiated but was cancelled for safety reasons.  The vehicle was located a short time later in the 300 block of North “F” Street and the two occupants were contacted inside the vehicle.  Jessica Castro was identified as the driver in the pursuit.  Castro was arrested for auto theft and felony evading related charges.  The passenger, Albert Waldron, was arrested for an outstanding misdemeanor warrant.

    February 24, 2019

    • 2:57 p.m. – a patrol officer located a stolen vehicle in the area of Concord Drive and Channel Islands Boulevard. Seven people were contacted and arrested; six of them being juveniles.  Cristobal Gonzalez attempted to flee but was apprehended and arrested for resisting or delaying a peace officer.  The juveniles were charged with auto theft related charges.
    • 5:40 p.m. – officers from the Oxnard Police Department Special Enforcement Unit attempted to contact a subject in a vehicle in the 2000 block of South “F” Street. The driver, Juan Contreras, fled into a nearby residence, but was apprehended.  The vehicle Contreras was in was a reported stolen vehicle from the City of Camarillo.  Contreras was arrested for auto theft related charges and for an outstanding felony warrant.

    February 25, 2019

    • 12:02 p.m. – a patrol officer located a stolen vehicle in the area of Patterson Road and Hemlock Street. The vehicle fled and vehicle pursuit ensued.  During the pursuit, the vehicle collided with a parked vehicle and the occupants fled.  The passenger was identified as Raymond Pulido.  Pulido was contacted and arrested for auto theft and narcotics related charges.  The driver was not located.

     

    • Ricardo Navarro (26 years old), 1000 block of Fir Avenue
    • Alberto Herrera (28 years old), Bard Avenue at Rose Avenue
    • Jessica Castro (28 years old), 300 block North “F” Street
    • Cristobal Gonzalez (19 years old), Concord Drive at Channel Islands Boulevard
    • Juan Contreras (28 years old), 2000 block of South “F” Street
    • Raymond Pulido (25 years old), Patterson Road at Hemlock Street

    Seven (7) juveniles, names withheld

    Help protect yourself and your vehicle from thieves by remembering to:

    • Lock your vehicle and take out your valuables when leaving it.  An unlocked car is an invitation to a thief. 
    • Close all windows – thieves can open vehicles through the smallest of openings.
    • Take your car keys with you. Do not leave them in your car, or leave your car running. 

    Please be advised that a large portion of auto theft is attributed to vehicles left running and unattended in front of the owner’s own home.

    Detectives from the Auto Theft Task Force, as part of an ongoing campaign to curb auto theft, are offering steering wheel locks to Oxnard residents.  Owners of 1990-2000, Honda passenger vehicles are being asked to be extra vigilant due to the high number of thefts involving these specific vehicles.  The Auto Theft Task Force has limited amount of steering wheel locks available, for details on obtaining a free steering wheel lock, contact Detective Enrique Alvarez at (805) 385-7664.

    DUI/Drivers License Checkpoint Planned 3/1/19 – Tonight in Ventura

    The Ventura Police Department will be conducting a DUI/Driver’s License Checkpoint on Friday March 1, 2019, at an undisclosed location within the city limits between the hours of 8:00 p.m. to 3:00 a.m.

    DUI Checkpoints like this one are placed in locations based on collision statistics and frequency of DUI arrests. Officers will be looking for signs of alcohol and/or drug impairment, with officers checking drivers for proper licensing.

    “DUI Doesn’t Just Mean Booze.” If you take prescription drugs, particularly those with a driving or operating machinery warning on the label, you might be impaired enough to get a DUI. Marijuana can also be impairing, especially in combination with alcohol or other drugs, and can result in a DUI.

    In 2017, 1,120 people were killed in alcohol-involved crashes on California roads.

    The Ventura Police Department offers these reminders to ensure you have a safe night of fun that doesn’t involve a DUI:

    • Always use a designated sober driver – a friend who is not drinking, ride-share, cab or public transportation – to get
    • See someone who is clearly impaired try and drive? Take the keys and help them make other arrangements to find a sober way
    • Report drunk drivers – Call
    • Hosting a party? Offer nonalcoholic drinks. Monitor who are drinking and how they are getting

    Getting home safely is cheap, but getting a DUI is not! Drivers caught driving impaired and charged with DUI can expect the impact of a DUI arrest to be upwards of $13,500. This includes fines, fees, DUI classes, license suspension and other expenses not to mention possible jail time.

    Santa Barbara Man Arrested for Alleged Cocaine Sales

    On 02/26/2019, Detectives from the Ventura County Sheriff’s West County Narcotic Street Team assisted by the Ventura Combined Agency Team (VCAT), concluded a two month narcotic investigation into the narcotic trafficking activities of Santa Barbara resident Abraham Arellano by executing search warrants on his person, vehicles and residence.

    On 2/26/2019 detectives established surveillance on Arellano in the city of Ventura. At approximately 5:15 pm, Arellano was detained during a traffic stop and a search of his person and truck was conducted pursuant to the signed search warrant. During the search detectives located and seized just under a pound of cocaine packaged in various quantities from Arellano’s truck. Also seized from the truck was paraphernalia indicative of cocaine sales. Detectives then executed a search warrant at Arellano’s residence located in the 500 block of West Pueblo Street in the city of Santa Barbara. There detectives seized a large sum of cash which was determined to be proceeds of narcotic sales.

    Arellano was arrested and booked at the Ventura County Main Jail for transportation and possession of cocaine for the purposes of sales. Arellano posted bail of $50,000 and his next  scheduled court appearance is set for 3/15/19 at 8:15 am in Court Room 12.

    The West County Street Team is comprised of Narcotic Detectives from the Ventura County Sheriff’s Office, the Oxnard Police Department, and the Port Hueneme Police Department.

    Oxnard Felon in Possession of a Firearm and Narcotics Felon in Possession of a Firearm and Narcotics

    On March 1, 2019 at approximately 12:45am, an Oxnard Patrol Officer contacted Jesus Rangel asleep in his vehicle, in the 500 block of south Victoria Avenue. During the investigation, Rangel was found to be on probation, under the influence of a narcotic and in possession of a small quantity of heroin.

    Officers conducted a probation search of Rangel’s vehicle and located a loaded .44 caliber revolver along with an extra 30 rounds of hollow point ammunition.  Rangel was found to be prohibited from possessing firearms. Rangel was arrested for various firearm and narcotic related offenses.

    Ventura | Suspect backs up into Victim’s Vehicle at Tommy Burger

    On February  28th at 8:16PM Ventura Police Patrol officers responded to a call of a physical domestic disturbance in the parking lot of Tommy Burgers. As officers were responding to the call, they were given additional information that the suspect Andrew Chavez used his vehicle to back up into the victim purposefully. When officers arrived, they contacted the victim and learned that Chavez had left the scene.

    Continuing the investigation officers went to Chavez’s home located in Oxnard to contact him. As they were arriving at his home, they saw Chavez driving away from his home. The officers turned around and caught up to Chavez and attempted to make a traffic stop on him. Chavez refused to stop, and a pursuit was started. After a short pursuit, Chavez pulled over in the parking lot of the gas station located at 2201 Gonzalez Rd.

    As the officers were contacting Chavez to take him into custody, he began to resist them, and there was a brief struggle. During the struggle, Chavez received minor scratches to his forehead.

    The victim refused medical treatment on scene, and no officers were injured during the arrest. Chavez was arrested for felony Domestic Violence, and Assault with a Deadly Weapon as well as misdemeanor evading and resisting arrest.

    Ventura PD arrest suspect Casing Parked Vehicles

    On February 28th at 9:06 PM, the Ventura Police Command Center received a call of a subject kicking and going into unlocked vehicles in the parking lot. As officers arrived on-scene, they located Alec Pedroza 09-02-1993 near the Chick-fil-A. When the officers attempted to contact Pedroza he took off running at a full sprint towards the Burlington Coat Factory. The officers followed Pedroza and eventually caught up to him and gave him orders to sit down.

    Pedroza initially complied with the officers but shortly into the contact he jumped up and challenged the officers to fight. While pedroza was challenging the officers to fight him he took off in a full sprint towards a crowd that had gathered. For the safety of the citizens, Pedroza, and the officers pedroza was taken to the ground by officers and placed under arrest. No officers or Pedroza were injured during the incident. Pedroza was arrested for the misdemeanor crime of resisting and delaying officers.

    According to the Ventura County Superior Court records, Pedroza was arrested twice in 2016, once for recklessly causing a fire and once for criminal threats.

    Simi Valley | Wanted Felon Flees From Police on Bicycle…But Loses the Race!

    On 02/28/2019 at 5:50 PM, Simi Valley Patrol Officers observed a known, wanted felon, Ryan Runcorn (34yrs) riding his bicycle in the 1600 block of Cochran St. Officers activated their lights and sirens in an attempt to stop Runcorn but he fled on his bicycle toward First St. 

    Two officers caught up to Runcorn on Cochran St. by the Toyota dealership but Runcorn continued to ignore the officers orders to stop. The officers tackled Runcorn off his bicycle and took him into custody. 

    Runcorn was transported to Simi Valley Hospital where he was treated for abrasions to both hands as well as an abrasion over his eye. Runcorn was booked in Ventura Main Jail for his Felony “no bail” warrant as well as resisting arrest. 

    Both officers sustained minor injuries but were not treated at the hospital and continued on their shift.

    Simi Valley | Property Crime Detectives Arrest SoCal Theft Suspect

    Original Release Below:   Over the course of the last two months, the Simi Valley Police Department’s Property Crime Detectives, along with Loss Prevention Agents, began investigating a series of thefts from clothing stores. During this timeframe a female suspect, later identified as Danielle Graham (23 YOA) from Los Angeles, was targeting clothing stores in the southern California area. Graham’s crime spree included two stores within Ventura County.   With evidence obtained, Detectives obtained a Search Warrant for Graham’s residence. On 02-28-19, Detectives served this Search Warrant in the City of Los Angeles. Evidence was located during this service, linking Graham to numerous thefts. Graham was arrested and booked into Ventura County Main Jail for the following charges: 487(a) PC/Grand Theft, 187(a)(1) PC/Conspiracy, and 490.4(a) PC/Organized Retail Theft.   Highlighting 490.4(a) PC, this is a newer law enacted in January 2019 in an effort to forestall these types of crime sprees.
