    NASA Selects Mission to Study Space Weather from Space Station

    NASA has selected a new mission that will help scientists understand and, ultimately, forecast the vast space weather system around our planet. Space weather is important  because it can have profound impacts – affecting technology and astronauts in space, disrupting radio communications and, at its most severe, overwhelming power grids.

    The new experiment will, for the first time, obtain global observations of an important driver of space weather in a dynamic region of Earth’s upper atmosphere that can cause interference with radio and GPS communications.

    The Atmospheric Waves Experiment (AWE) mission will cost $42 million and is planned to launch in August 2022, attached to the exterior of the Earth-orbiting International Space Station. From its space station perch, AWE will focus on colorful bands of light in Earth’s atmosphere, called airglow, to determine what combination of forces drive space weather in the upper atmosphere.

    Researchers once thought that only the Sun’s constant outflow of ultraviolet light and particles, the solar wind, could affect the region. However, recently they have learned that solar variability is not enough to drive the changes observed, and Earth’s weather also must be having an effect. To help unravel that connection, AWE will investigate how waves in the lower atmosphere, caused by variations in the densities of different packets of air, impact the upper atmosphere.

    AWE is a Mission of Opportunity under NASA’s Heliophysics Explorers Program, which conducts focused scientific research and develops instrumentation to fill the scientific gaps between the agency’s larger missions. Since the 1958 launch of NASA’s first satellite Explorer 1, which discovered Earth’s radiation belts, the Explorers Program has supported more than 90 missions. The Uhuru and Cosmic Background Explorer (COBE) missions led to Nobel prizes for their investigators. 

    “The Explorers Program seeks innovative ideas for small and cost-constrained missions that can help unravel the mysteries of the universe and explore our place in it,” said Paul Hertz, NASA’s Director of Astrophysics. “This mission absolutely meets that standard with a creative and cost-effective mission to solve mysteries about Earth’s upper atmosphere.”

    AWE was selected for development based on its potential science value and the feasibility of its development plans. The mission is led by Michael Taylor at Utah State University in Logan and it is managed by the Explorers Program Office at NASA’s Goddard Space Flight Center in Greenbelt, Maryland.

    NASA also has selected the Sun Radio Interferometer Space Experiment (SunRISE) for a seven-month, $100,000 extended formulation study. SunRISE would be an array of six CubeSats operating like one large radio telescope. This proposed mission would investigate how giant space weather storms from the Sun, called solar particle storms, are accelerated and released into planetary space.   

    While SunRISE has not yet demonstrated its readiness for the next phase of mission development, the proposed concept represents a compelling use of new NASA-developed technology. SunRISE is led by Justin Kasper at the University of Michigan in Ann Arbor and managed by NASA’s Jet Propulsion Laboratory in Pasadena, California. 

    The Explorers Program, the oldest continuous NASA program, is designed to provide frequent, low-cost access to space using principal investigator-led space science investigations relevant to the work of NASA’s Science Mission Directorate in astrophysics and heliophysics.

    The program is managed by Goddard for the Science Mission Directorate, which conducts a wide variety of research and scientific exploration programs for Earth studies, space weather, the solar system and universe.

    Studio Channel Islands The Next Big Thing Exhibition

    UPDATE: Simi Valley | Workplace Shooting at Port to Port Import/Export

    Simi Valley Police Department – Incident Press Release

    ***UPDATE***

    On February 26, 2019 at about 3:00 PM, the Simi Valley Police Department responded to the 3900 block of Heritage Oak Court in reference fight between two subjects, one of which reportedly had a handgun. Upon further investigation, it was discovered that during a fight between two employees, the suspect employee presented a handgun and pointed it at the victim. At some point during the altercation, the suspect turned the gun towards an unoccupied vehicle that was associated with the victim and fired one shot striking the vehicle. The suspect then fled the scene.

    The suspect in this incident has been identified as 29-year-old Christopher Rommel Besu who is from the Sylmar area. Besu has no known address at this time. He is described as being a Hispanic male, 5’ 9” tall weighing approximately 175 lbs. Besu has brown hair, brown eyes, and reportedly has a dark beard and “gauge” style earrings. Besu fled the scene in a gold 2001 Ford Explorer Sport Trac truck with the license plate of 6J22893.

    Besu is currently wanted for assault with a deadly weapon and the unlawful discharge of a firearm. He is to be considered armed and dangerous. If you encounter Christopher Besu, do not attempt to contact him. Please immediately report any sighting of suspect Besu to the Simi Valley Police Department at (805) 527-2911.     On 02-26-19, at approximately 3:12 PM, SVPD Officers were dispatched to a call of shots fired at Port to Port Import/Export, located at 3949 Heritage Oak Court. The Suspect, described as a Hispanic male adult, approximately 30 years old, 5’ 9”, 175 lbs, brown hair, and brown eyes, fired one round into an unoccupied vehicle following a workplace dispute. The Suspect then fled the area in a vehicle described as an early 2000’s, gold Ford Sport-Trac pick-up truck.

    Dates Announced for 2019 Oxnard Salsa Festival | Accepting Applications for Community Stage

    Oxnard, Calif. (February 22, 2019)—Dates for the 26th Annual Oxnard Salsa Festival are July 27 and 28, 2019. Attracting visitors from throughout southern California, the festival is a celebration of everything salsa– the food, music and dance. It takes place at Plaza Park, Fifth and “B” streets in historic downtown Oxnard from 11:00 a.m. to 7:00 p.m. both days.

    Festival organizers are currently accepting applications from local dance and vocal performers who would like to showcase their talent on the festival’s Community Stage. Fourteen performance time slots are available and will be filled on a first come, first served basis. Acts will be chosen at the discretion of the festival committee.     Fact Check: Did the National Debt Double Under Obama?

    President Donald Trump claimed Feb. 15 that former President Barack Obama “put on more debt on this country than every president in the history of our country combined.”

    Verdict: True

    Public debt more than doubled in the eight years of Obama’s presidency, rising from $6.3 trillion to $14.4 trillion. Gross federal debt – which includes the amount owed to Social Security and other government accounts – nearly, but did not quite, double.

    Fact Check:

    Trump held a press conference Feb. 15 at the White House to declare a national emergency at the southern border. After his remarks, Trump took questions from reporters, including one about his plan to combat the growing national debt.

    Trump said economic “growth will straighten it out” and criticized Obama’s management of the debt. “When I took over, we had one man that put on more debt than every other president combined,” he said.

    The national debt can be divided into two parts – the amount owed to the public, including private citizens, foreign governments and international investors, and what’s known as intragovernmental holdings, the amount owed to the Social Security Trust Fund and other government accounts.

    While the national debt has been increasing for decades due to near-annual budget deficits, it grew dramatically under Obama, increasing from $10.6 trillion in January 2009 to $19.9 trillion in January 2017, according to Treasury Department figures.

    This is the largest dollar increase under any one president by a considerable margin, but not quite as large as the debt Obama inherited. The U.S. added $9.3 trillion over his eight years in office, $1.3 trillion short of doubling. Under President George W. Bush, the debt rose by just under $5 trillion – the second-largest increase of any president.

    The public debt, which accounts for nearly three-quarters of the national debt, did double under Obama, increasing from $6.3 trillion to $14.4 trillion.

    When asked for comment, the White House did not specify what measure of debt Trump was citing, but economists often speak of public, as opposed to total, debt. “We and other economists tend to prefer ‘debt held by the public,’ which excludes debts the government owes to itself,” Patrick Newton, a spokesperson for the Committee for a Responsible Federal Budget (CRFB), told The Daily Caller News Foundation in an email.

    What caused the national debt to balloon under Obama?

    Besides wartime spending in Iraq and Afghanistan, the Great Recession took a major toll. As tax revenues declined and federal spending rose on safety-net programs like unemployment insurance and food stamps, the deficit regularly topped $1 trillion a year.

    Obama signed into law the American Recovery and Reinvestment Act, a financial stimulus package that increased the deficit by $827 billion between 2009 and 2014 through a combination of tax cuts and federal spending, according to the Congressional Budget Office (CBO).

    Bush-era tax cutsextended and then made largely permanent under Obama, also contributed to the debt. The Budget Control Act, on the other hand, reigned in deficit spending.

    Newton said that Congress shares responsibility for the debt incurred under Obama. “It’s unfair to attribute the increase entirely to Obama. It’s Congress that writes tax and spending laws. The President has little power on their own to affect the debt,” he told TheDCNF in an email.

    He pointed out that the debt was already projected to increase before Obama assumed office. Robert Bixby, executive director of the Concord Coalition, a group that advocates for fiscal responsibility, made the same point, citing federal spending on baby boomers as one example. “During Obama’s first term, the baby boomer generation begin[s] to qualify for full Social Security benefits and Medicare at age 65. Spending on these programs went up as more beneficiaries began to qualify for benefits,” he told TheDCNF in an email.

    While Trump has been critical of Obama’s management of the debt, it has continued to grow rapidly under his watch. In Trump’s first two years in office, the debt has grown from $19.9 trillion to $22 trillion. The CBO projects that the debt will grow to $23.5 trillion by 2020 and will exceed $30 trillion by 2026.

    The CRFB warns that if the debt continues to rise, the U.S. will be at risk of a fiscal crisis and may be forced to make significant tax hikes and spending cuts.

    Director of National Intelligence Dan Coats issued a similar warning last year while testifying in front of the Senate Intelligence Committee. “This situation is unsustainable as I think we all know, and represents a dire threat to our economic and national security,” he said.

    EXCLUSIVE: Angel Families Discuss Their Struggle With Mainstream Media

    Some “angel families,” or the families of people who have been killed by illegal immigrants, are offended by the suggestion that the U.S.-Mexico border crisis is “manufactured” and believe much of the media does not give them a fair hearing.

    The Daily Caller spoke exclusively with Don RosenbergBrian McCannEric Brady and Sabine Durden, all of whom have lost loved ones at the hands of illegal aliens.

    They were asked about the so-called “manufactured crisis,” the media, their support of President Donald Trump and if anyone has called them a bigot because of their stance. Here are their answers:

    Durden and Acosta

    Sabine Durden recently confronted CNN’s White House correspondent, Jim Acosta, during Trump’s national emergency announcement in the Rose Garden. After Acosta suggested that Trump’s emergency was “manufactured,” Trump turned to the angel moms in his audience, who were holding photos of their deceased loved ones.

    Durden said it was another angel mom, Susan Stevenswho said, “This is real.”

    Durden then reportedly confronted Acosta soon after that. “Why do you keep telling the lie that [illegal aliens] commit less crimes?” she reportedly asked Acosta. She said Acosta was condescending, putting his hand on his heart in purported sympathy.

    “He’s putting on this little show that he’s so concerned and caring,” Durden said.

    During their interaction, Durden said Acosta told her, “What’s not right is I’m being called fake news by the president.”

    Durden told Acosta she agreed with the president. She also told the Caller that she did not want to be interviewed on-camera when she confronted Acosta, fearing she would be used as a prop.

    Ideally, she hoped to be interviewed in an upcoming segment and gave Acosta her card in hopes of making that happen. She said neither Acosta nor anyone at CNN reached out to her, and that none of the angel moms in her group heard from anyone at CNN.

    Durden said that when Acosta went live again for another segment, he offered another angel mom, Agnes Gibney, a chance to speak for less than a minute, in between his own harangues that the numbers are on his side.

    During the segment, Acosta held his hand over his heart in the same way he did toward Durden. Gibney also gave Acosta her card.

    The Manufactured Crisis

    All four were offended by those like Acosta who deemed this crisis “manufactured.”

    “The use of ‘manufactured crisis’ is manufactured,” said McCann.

    Durden said costs associated with illegal immigration include schools, emergency room taxes and first responders. “We’re paying this,” she said.

    Rosenberg said that the central statistic is a bogus one.

    Acosta, in his question to President Trump, referred to a study “that shows undocumented immigrants committing crimes at lower levels than native-born born Americans.”

    Rosenberg said those studies often analyze crime committed by legal and illegal aliens. She continued that one would expect legal aliens to commit crimes at lower levels since they are screened before they are allowed entry. Any crime, he said, committed by an illegal alien is avoidable because “they shouldn’t be here.”

    Rosenberg said there is plenty of evidence that there is a crisis. For instance, a 2018 Government Accountability Office (GAO) report found that one in five federal prisoners is a “criminal alien.”

    President Trump, responding to Acosta at the press conference, was likely referring to this report when he said, “The numbers that you gave are wrong. Take a look at our federal prison population. See how many of them — percentage-wise — are illegal aliens.”

    Rosenberg said he studied data from the State Criminal Alien Assistance Program (SCAAP) for his home state of California for 2016.

    SCAAP provides federal funds to states to offset the expense to house illegal aliens in their jails. In 2016, his analysis found the federal government gave California $67,144,197 to house 42,198 illegal aliens, for a total of 5,096.926 days, which represented 25.40 percent of the California prison population.

    The Liberal Media Generally Ignores Angel Families

    The angel family members said the liberal media rarely give this perspective.

    “My lament is that our cause doesn’t get in the nightly news,” said McCann. “The whole 24-hour sequence [news cycle]—it has become a problem for every American.”

    Of the Los Angeles Times, which he reads regularly, Rosenberg said, “Over the past [four] years I would have to say for every story, etc. that portrays illegal aliens in a bad light there are literally 3,000 to 4,000 just the opposite.”

    An email from the Caller to the public relations for the LA Times was not returned.

    Rosenberg singled out a recent letter to the editor from Jan. 16, 2019, which stated, in part, “Since there is scant evidence of any real threat to Americans posed by illegal border crossings perhaps Trump can turn his attention to a very real national emergency—the threat to our safety from mass shootings.”

    Rosenberg shared an email he sent to Paul Thornton, the LA Times Letters editor, which referred Thornton to the data he also shared with the Caller. Thornton did not respond to him.

    An email to Thornton from the Caller was also not returned.

    Brady said he had a good experience with his local media, but that no one from CNN or any other mainstream outlet has contacted him except for one news reporter, though he does not believe a story ever materialized.

    Brady’s wife was killed on Jan. 1, 2017, by Esteban Tomas, who had a blood alcohol level of more than 0.2 that evening, and had been deported three times prior to the incident.

    Durden has had some exposure in the media: “I was the only angel mom on MSNBC,” she said.

    She said when she appears in media, she is asked about Trump and his policies and not about what happened to her son. “Dominic was my only child — my best friend,” she said.

    Dominic was killed on July 12 at 5:45 p.m. on his motorcycle on his way to work in Morano Valley, California, when Juan Zacarias Lopez Tzun took a wrong turn and smashed into her son, killing him.

    Tzun’s truck was uninsured and he had two felonies on his record when he killed Dominic, she said.

    In a deal, Tzun was only sentenced to nine months and, because of overcrowding, released after approximately three months.

    Supporting Trump’s Immigration Agenda

    All four support Trump’s vision on combating illegal immigration.

    “He’s moving an agenda that means a lot for a lot of people,” McCann said.

    Durden said Trump gave her son “a voice.”

    Brady agreed with calling a national emergency because he promised he would do it and followed through. While everyone agreed with the vision, McCann and Rosenberg criticized his execution. McCann specifically said he was not happy with “the way he conducts himself in the office.”

    Rosenberg was even more pointed: “We were supposed to get a businessman as president. Where’s the business plan [for immigration reform]?”

    He argued that Trump did a poor job of explaining the problem, allowing “the other side to define him,” and noted that little has been tangibly done on illegal immigration.

    Not only has Trump’s progress on the wall been slower than expected to those who voted for him, but Trump’s actions on sanctuary policies have mostly been tied up in court. Meanwhile, sanctuary jurisdictions pile up.

    Brian McCann’s brother’s killer was released from a Cook County, Illinois jail in 2011 after an ordinance which forbade cooperation between Cook County Sheriff and ICE on detainers—holds for prisoners who would be released from jail but are held for ICE to pick up. At the time, Cook County was one of a handful of counties to pass this type of law.

    According to an interactive map done by CIS, there are now over one hundred countiesimplementing a similar law. While deportations are up from the end of Obama’s term, they are still less than Obama’s peak.

    Rosenberg argued that the magnet is jobs and Trump and Congress have not mandated E-verify, the web-based system that allows enrolled employers to confirm the eligibility of their employees to work in the United States.

    Dan Cadman is a Fellow at the Center for Immigration Studies, and he concurred, saying, “No, neither Trump nor Congress have done anything to push it. But [in] regard [to] Congress, the perfect opportunity to legislatively mandate E-verify was in the abysmal funding bill that just passed. It would have been a perfect trade-off for some of the many things that the Republicans gave away in the bill.”

    On the other hand, Trump has ended the automatic renewal for temporary protected status (TPS) for numerous Latin American countries. TPS granted protections from deportation, but even though it was supposed to be temporary, some nations had their TPS status last for a decade or more.

    Rosenberg’s son’s killer came from Honduras, a country which had TPS since 1999.

    Trump also ended catch-and-release at the border, but any success has been at the margins, Rosenberg said.

    An email to the White House press office was not returned.

    Angel Families Called Bigots

    Three said they have been called a racist as a result of their illegal immigration stance. McCann said that never happened to him.

    “I have been called the KKK,” said Durden. She was even called a Nazi, probably because of her German heritage.

    Brady remembered it has also happened to him, but only three or four times.

    Rosenberg said he’s been called a racist and white supremacist. He said he’s a registered Democrat who has been an American Civil Liberties Union (ACLU) member for 30 years and a member of the left-wing People for the American Way.

    Arise You Damned of the Earth—the Socialists are Here

    Forgive me for using the first line of the Communist International in my headline, but I just looked at the new Democratic agenda by which they hope to rule, and it looks like they want to take control of the countries means of production. That is Marx’s definition of Communism, and we will be the damned. In Marx’s system of thoughts, rich people were rich because they had the means of production. By that he meant they owned the factories, law offices, hospital and doctor’s offices, plumbing shops, bakeries and so on, or they had money to start a business.

    He never went so far in is theoretical musings to discern how the wealth, or the means of production, was acquired but assumed it was handed down from generations before. That still left the question open how did these previous generations of rich people acquire their wealth? Not all of them were born with the proverbial silver spoon in their mouth but worked for their money. He never considered the difference in people’s mental acumen, drive to succeed, ability to fore-fit instant gratification, the personal choices made by the individual. Also, I know from personal experience, that families with outsized offspring could never become well-to-do, never mind become rich. My grandparents had thirteen children and despite enormous work efforts by both of them, they remained poor as long as there were children in the home.

    Furthermore, the amount of freedom granted by a minimalist government leads to the fulfillment of dreams and maximum achievement. In my fifty-five years residing in America, as a legal citizen, I met many immigrants from different countries and found that every one of them, who truly applied themselves and worked hard, prospered beyond belief. Soon though, after the end of the Vietnam war, I noted that the politicians in Washington had their hands in the public till and with constricting laws and regulations made it harder for the aspiring entrepreneur to reach a comfortable level of success. Yet, despite these changing odds and the accumulation of horrendous governmental debt, many men and women still prospered.

    However, change is coming. The current flock of Democrats in Washington seems to be dead-set on taking control of the most important businesses in America. Economists have pointed out, time and again, that anything run by the government is mismanaged, unprofitable and failing, surviving only by constant infusions of tax-payer money. Here we are reminded of Public Housing, the Veterans Administration, the Post office, Amtrak and so many more governmental endeavors. Although well acquainted with these deleterious facts, the socialist Democrats arrive on the scene espousing policies that would accrue to the government the most important private businesses of the free market. One opinion piece in the Wall Street Journal on Thursday February 2, 2019 re-acquaints us with the Merriam Webster definition of Socialism as, “any of various economic and political theories advocating collective or governmental ownership and administration of the means of production and distribution of goods.” To that we might add the distribution of other people’s earnings.

    Let me remind you at this juncture that Venezuela, the country of starving and dying citizens, its people fleeing by the millions, is a fully socialist state where the government owns and controls all the means of production. Apparently, the Democratic party does not consider facts, as their field of presidential contenders advocates the following:

    1. Medicare for All—once a plan for citizens who had paid into the system, now open to all–proposed by Bernie Sanders and Kamala Harris.
    2. The Green New Deal. This deal requires that the U.S. become carbon neutral within 10 years. At the moment, non-carbon sources cover 11% of our current power supply, the rest, 89% of our energy needs, comes from oil, gas and coal. How will the country produce the needed 89% of energy? With windmills? To comply with these absurd demands, the country would have to totally destroy most energy producing businesses. Rep. Alexandria Ocasio Cortez stated that a select committee for the Green New Deal would implement the plan for all this to occur. That, from a woman who believes that a tax break for a business is real money that she can spend on social services.
    3. A guaranteed government job for all. This is an experiment I have already seen during 20 years lived in East Germany. There, under the slogan, “He who does not work shall not eat!” I saw that a government providing jobs and university places, will also decide where and at what you work. I knew many aspiring doctors, veterinarians, other students and workers, who were sent for two years to clean the communal farm’s stalls and animal pens before they were allowed to study or work in their field.
    4. A new system for corporate control. This bit of mind-stretch, proposed by Senator Elisabeth Warren, would give power within a federal charter to institute and control businesses with more that 1 billion in annual revenues. These businesses would now have to answer to 40% of elected employee Directors who would decide on benefits beyond returns to the owners, meaning also shareholders.

    This is a pure take-over by politicians and their interest groups, which now could determine where and how investments should be made and profits spent. I saw how well this worked in my Communist days. Bit by bit the Communist party (SED) weaseled into every successful business, bleeding it dry with taxes and rules, until all incentive to invest in the business and work as hard as before was gone for the owner/managers. Of course, they stopped producing, retired or fled to the West. Then, the business folded and closed.

    1. Higher Taxes, (enormously high) would also enlarge the enforcement bureaucracy. Mr. Sanders wants to increase the death tax to 77%, a thing most people find coercive, atrocious and wicked, for the moneys left at a person’s death have been taxed already, in some cases twice. Why should a person after a life of toil be taxed to benefit a government that enriches itself and its adherents?

    Ocasio Cortez, who has shown herself to have problems with math, even its lowest form, namely addition, advocates for a 77% tax on high incomes, a tax that the intelligencia of the Democratic party likes exceedingly well. Don’t any of the members of their group know what happened in Sweden, where these kinds of taxes were repealed? The reason is simple: overtaxed people quit working or exchange value. I knew Swedish doctors who traded medical services for home improvements or plumbing—no taxable money changed hands, but everyone got value. At last, we must talk about Elizabeth Warren’s proposed wealth tax of 2% above 50 million of earnings, and furthermore 3% above 1 billion of assets.

    Anyone who proposes to take the earnings and savings of a person or a corporation to benefit a government—making it all-powerful—is a Socialist/Communist. By the way, France rescinded its wealth-tax, it seems it did not produce the splendid results hoped for.

    The Fed’s Dramatic About-Face

    “Quantitative easing” was supposed to be an emergency measure, but the Federal Reserve is now taking a surprising new approach toward the policy. The Fed “eased” shrinkage in the money supply due to the 2008-09 credit crisis by pumping out trillions of dollars in new bank reserves. After the crisis, the presumption was the Fed would “normalize” conditions by sopping up the excess reserves through “quantitative tightening” (QT)—raising interest rates and selling the securities it had bought with new reserves back into the market.

    The Fed relentlessly pushed on with quantitative tightening through 2018, despite a severe market correction in the fall. In December, Fed Chairman Jerome Powell said QT would be on “autopilot,” meaning the Fed would continue to raise interest rates and sell $50 billion monthly in securities until it hit its target. But the market protested loudly to this move, with the Nasdaq composite index dropping 22 percent from its late-summer high.

    Worse, defaults on consumer loans were rising. December 2018 was the first time in two years that all loan types and all major metropolitan statistical areas showed a higher default rate month over month. Consumer debt—including auto, student and credit card debt—is typically bundled and sold as asset-backed securities similar to the risky mortgage-backed securities that brought down the market in 2008 after the Fed had progressively raised interest rates.

    Powell evidently got the memo. In January, he abruptly changed course and announced QT would be halted if needed. On Feb. 4, Mary Daly, president of the Federal Reserve Bank of San Francisco, said it was considering going much further. “You could imagine executing policy with your interest rate as your primary tool and the balance sheet as a secondary tool, one that you would use more readily,” she said. QE and QT would no longer be emergency measures but would be routine tools for managing the money supply. In an article on Seeking Alpha titled “Quantitative Easing on Demand,” Mark Grant writes:

    If the Fed does decide to pursue this strategy it will be a wholesale change in the way the financial system in the United States operates and I think that very few institutions or people appreciate what is taking place or what it will mean to the markets, all of the markets.

    The Problem of Debt Deflation

    The Fed is realizing that it cannot bring its balance sheet back to “normal.” It must keep pumping new money into the banking system to avoid a recession. This naturally alarms Fed watchers worried about hyperinflation. But QE need not create unwanted inflation if directed properly. The money spigots just need to be aimed at the debtors rather than the creditor banks. In fact, regular injections of new money directly into the economy may be just what the economy needs to escape the boom and bust cycle that has characterized it for two centuries. Grant concludes his article by quoting Abraham Lincoln:

    The Government should create, issue, and circulate all the currency and credits needed to satisfy the spending power of the Government and the buying power of consumers. By the adoption of these principles, the taxpayers will be saved immense sums of interest. Money will cease to be master and become the servant of humanity.

    The quote is apparently apocryphal, but the principle still holds: new money needs to be regularly added to the money supply to avoid an overwhelming debt burden and allow the economy to reach its true productive potential. Regular injections of new money are necessary to avoid something economists fear even more than inflation—the sort of “debt deflation” that took down the economy in the 1930s.

    Most money today is created by banks when they make loans. When overextended borrowers pay down old loans without taking out new ones, the money supply “deflates” or shrinks. Demand shrinks with it, and businesses lacking customers close their doors, in the sort of self-feeding death spiral seen in the Great Depression.

    As Australian economist Steve Keen observes, today the level of private debt is way too high, and that is why so little lending is occurring. But mainstream economists consider the rate of growth of debt to be irrelevant to macroeconomic policy, because lending is thought to simply redistribute spending power from savers to investors. Conventional economic theory says that banks are merely intermediaries, recirculating existing money rather than creating spending power in their own right. But this is not true, Keen said. Banks actually create new money when they make loans. He cites the Bank of England, which said in its 2014 quarterly report:

    [B]anks do not act simply as intermediaries, lending out deposits that savers place with them, and nor do they ‘multiply up’ central bank money to create new loans and deposits …

    In the modern economy, most money takes the form of bank deposits. But how those bank deposits are created is often misunderstood: the principal way is through commercial banks making loans. Whenever a bank makes a loan, it simultaneously creates a matching deposit in the borrower’s bank account, thereby creating new money.

    Loans create deposits, and deposits make up the bulk of the money supply. Money today is created by banks as a debt on their balance sheets, and more is always owed back than was created, since the interest claimed by the banks is not created in the original loan. Debt thus grows faster than the money supply. When overextended borrowers quit taking out the new loans needed to repay old loans, the gap widens even further. The result is debt deflation—a debt-induced reduction in the new money needed to stimulate economic activity and growth. Thus comes the need for injections of new money to fill the gap between debt and the money available to repay it.

    However, the money created through QE to date has not gone to the consuming public, where it must go to fill this gap. Rather, it has gone to the banks, which have funneled it into the speculative financialized markets. Nomi Prins calls this “dark money”—the trillions of dollars flowing yearly in and around global stock, bond and derivatives markets generated by central banks when they electronically fabricate money by buying bonds and stocks. She writes, “These dark money flows stretch around the world according to a pattern of power, influence and, of course, wealth for select groups.” In a piece for Daily Reckoning, she shows graphically that the rise in dark money is directly correlated with the rise in financial markets.

    QE has worked to reverse the debts of the banks and prop up the stock market, but it has not relieved the debts of consumers, businesses or governments; and it is these debts that will trigger the sort of debt deflation that can take the economy down. Keen concludes that “no amount of exhorting banks to ‘Intermediate’ will end the drought in credit growth that is the real cause of The Great Malaise.” The only way to reduce the private debt burden without causing a depression, he says, is a Modern Debt Jubilee or People’s Quantitative Easing.

    QE-Funded Debt Relief

    In antiquity, as professor Michael Hudson observes, debts were routinely forgiven when a new ruler took the throne. The rulers and their advisers knew that debt at interest grew faster than the money supply, and that debt relief was necessary to avoid economic collapse from an overwhelming debt overhang. Economic growth is arithmetic and can’t keep up with the exponential growth of debt growing at compound interest.

    Consumers need that sort of debt relief today, but simply voiding out their debts as was done in antiquity will not work, because the debts are not owed to the government. They are owed to banks and private investors who would have to bear the loss. The alternative suggested by Keen and others is to fill the debt gap with a form of QE dropped not into bank reserve accounts but digitally into the bank accounts of the general public. Debtors could then use the money to pay down their debts and non-debtors would receive a cash injection.

    Properly managed, these injections need not create inflation. (See my earlier article here.) Money is created as loans and extinguished when they are paid off, so the money used to pay down debt would be extinguished along with the debt. Cash injections not used to pay down debt would just help fill the gap between real and potential productivity, allowing demand and supply to rise together, keeping prices stable.

    A regular injection of money into personal bank accounts has been called a “universal basic income,” but it would be better to call it a “national dividend”—something all citizens are entitled to equally, without regard to economic status or ability to work. It would serve as a safety net for people living paycheck to paycheck, but the larger purpose would be as economic policy to stimulate demand and productivity to keep the wheels of industry turning.

    Money might then indeed become a servant of humanity, transformed from a tool of oppression into a means of securing common prosperity. But first the central bank needs to be made a public utility, responsive to the needs of the people and the economy.  In other words, it needs to become a public servant once and for all.

    New GOP leadership faces major challenges

    From my vantage point Saturday evening from a motel room overlooking an abandoned homeless encampment not far from the Sacramento Convention Center, trying to figure out who might emerge victorious the next day to become next Chair of the California Republican Party appeared to be a crap shoot.

    The three candidates vying to take the reins of what has become a failing entity were all very different and offered contrasting visions of what the GOP should do to right the ship in California.

    Travis Allen, a former Assemblyman who recently was involved with the unsuccessful attempt to repeal with Proposition 6 Jerry Brown’s sponsored gas tax increase in 2018, had a loyal conservative following at the convention.  A fiery speaker, whose style resembles former Chair of Democratic National Committee (DNC) Howard Dean, he was running on a “drain the swamp” platform to get rid of the current leadership of the Republican Party.

    The other insurgent against the policies of the current GOP leadership was Steve Frank, a long time activist for the party, editor of the California Political News & Views along with being a speaker to local clubs and frequent guest on conservative radio talk shows.  His candidacy was based upon a written “Back to Basics” program of what he would do to revive the Republican brand in California.

    His emphasis other than raising money was on registering new voters, expanding the base of the party, and preparing conservative candidates to run for office.  Frank also wanted the Party to contrast to the body politic in California what they offered as opposed to the current Progressive leadership in Sacramento

    Allen and Frank agreed that if one of them came in third in the first round of voting against Jessica Patterson, they would lend support against her if a second ballot were required. For this to happen no candidate was to receive a majority the first time around.

    With backing from the current hierarchy of the Party including House Minority Leader Kevin McCarthy, Patterson was a favorite from the start.  Having been the CEO of the California Trail Blazers, a recruitment and training program for GOP candidates, she had strong support from present and past Republican office holders.

    Unlike her opponents, Patterson did not criticize past California Chairman Jim Brulte.  She emphasized that everyone should “all work together” having confidence in the next cycle with new messages and messengers to voters.

    All three of the candidates got together for a debate on Saturday afternoon.  It was basically Allen and Frank bashing the status quo of poor Republican performance at the polls.  At one point it was asked what could be said positive about the Party?

    Frank responded by talking about declining voter registration, loss of seats in the legislature to the 25% level and the fact there was not even one Republican as a current State office holder.  This argument was backed up by Allen who continued the barrage against the current party leadership.

    When it was Patterson’s time to answer, she talked about the great people she worked with and their dedication to helping the Party. She countered her opponent’s arguments by the importance of new leadership and unity.  Not directly confronting Frank and Allen’s accusations of inept party leadership, Patterson sounded like a Football Coach with a 0-11 record talking about building character with their losses.

    During the debate the anti-establishment candidates received the loudest cheers from the delegates.  As it turned out this did not matter as Patterson had a secret weapon of over 30% proxy ballots controlled by regional party chairs.  The group, which was prominently mentioned in her endorsement list, demonstrated their strength the next day when actual voting took place.

    Patterson pulled out all the stops to assure victory. She had a hefty budget for printed matter, signs, a large staff, and political consultants, along with hosting several social events including a dance and a wine cheese get together Saturday night.  Allen supporters had their own function but their efforts were weak by comparison.

    When the convention convened on Sunday morning, the outcome was soon evident.  Efforts to curtail the practice of proxy harvesting were handily defeated.  When the final vote was taken on the Party Chair, Patterson with the benefit of proxy supporters was able to garner 54.6% of the popular vote to become Chairwomen of the California Republican Party.

    As a 38 year old Latino millennial, Jessica Paterson’s victory is a major accomplishment.  In her brief acceptance speech she said “for me actions speak louder than words” promising less oratory and more concrete achievements as party leader.  As a gesture for increasing Republican unity, she called upon Travis Allen and Steve Frank to work on promoting voter registration with her.

    One of her first jobs will be to fix the rift among Republican factions pertaining to their support of Donald Trump.  Although Patterson said she voted for the President, many conservatives in the party feel that this gesture was lukewarm at best.  It is her goal to take the Pro Trump faction people that are currently inactive on the sidelines, and bring them back into the GOP fold.

    This is a difficult task because there is so much bitterness between conservatives and those whom they consider to be the Republicans in Name Only (RINOS) Trying to unite the two sides will be difficult for Chairwomen Patterson because her strongest supporter Kevin McCarthy is considered by many on the right to be a RINO stalwart.

    Once the rift within the party is healed, Patterson will have to do deal with loss of registered Republicans caused principally by not reaching eligible voters and former GOP members changing their affiliations to “Declines to State”   In order to accomplish this goal, it will be necessary to give people a reason to change their loyalties.

    This means voters knowing the difference between what Republicans stand for versus the Progressive Democrats that dominate the political landscape in California.  Issues of note are high taxes, crime, Sanctuary Cities, job creation, education, water policy, governmental regulations, and housing. 

    Being able to communicate the conservative perspective so voters clearly understand the differences between Republicans and Gavin Newsom is job #1 for Ms. Patterson.  Hopefully the youthful newly elected California GOP leader will be able to provide “A choice not an echo” in the next couple of years.

    Public Review Draft Sea Level Rise Adaptation Strategies Report Now Available

    On March 7, 2019 the Ventura County Planning Commission will hold a work session to review and discuss the  two sea level rise reports prepared by the County Planning Division, followed by time to receive public comments. The Sea Level Rise Vulnerability Assessment Report and the Public Review Draft Sea Level Rise Adaptation Strategies Report address the County’s vulnerabilities to coastal hazards associated with sea level rise, including impacts to public beaches, infrastructure, private property and habitats. 

    The work session will be held at the Ventura County Board of Supervisors Hearing Room at the County Government Center (see address below). The hearings begin at 8:30 a.m. but agenda items are not assigned a specified time.
