Simi Valley…Simi Valley City Council Member Elaine Litster was among the first candidates for a Simi Valley office to take out her filing papers this morning, July 13. In mid-afternoon Elaine’s campaign held a “drive-by signing rally” outside City Hall collecting voter signatures to qualify her for the November ballot. Elaine was the first candidate to return all necessary paperwork, including the required registered voter signatures on the same day.
“I am grateful for the energetic support from the community. In these times of chaos and anxiety, I believe it is important to bring the community together,” stated Council Member Litster.
Elaine was appointed to the City Council in February 2019 to fill the vacancy created when Council Member Keith Mashburn was elected Mayor. Although currently serving as an at-large Council Member, Council Member Litster lives in the 3rd District, and filed to run as the District 3 Council Member. November 2020 is the first time City Council elections in Simi Valley are being held by district.
As a long-term small business owner, community volunteer, and educator, Elaine has a first-hand understanding of the needs of the community. She is committed to Simi Valley and the people of her district, and recognizes the exciting diversity of her district. “District 3 loosely encompasses the Northwest section of Simi Valley. From Royal High School to the Simi Valley Town Center Mall above the freeway, this district is a vibrant mix of housing, businesses, schools and more. In many ways this district is the heartbeat of the City.”
Elaine holds a degree in Economics from BYU, and a Masters degree from UCLA in Urban Planning with an emphasis in Social Policy Analysis. Elaine is uniquely qualified to help lead our City at this time. Elaine understands the importance of balanced budgets and fiscal responsibility. “Community safety, maintained and improved infrastructure, wise development, fiscal transparency— these are my commitments. In these unprecedented times, I will fight to protect the health, livelihoods, and rights of all Simi Valley residents.”

Elect Elaine? Didn’t the first time (appointment) and certainly not now.. Was hopeful at first since she has a Master’s in Planning (2-3 on council only high school completed), diverse family, had lawsuit with school district (means she knows all’s not rosy in Simi). Having conservative values and making decisions from those values is liberty at it’s finest. However, during the times we live in now, Simi financial issues and the fact new businesses dont come or last long, shows not shredding Simi’s decades long reputation as a racist city imagined or not, are final nails in coffins. Wish Elaine realized ridding a huge distraction so city business could be done and telling Mike Judge to resign or censure him would have been what city needed. What knuckleheads
