Santa Paula Police Department – Incident Press Release
On Friday, March 5th, 2021, at 1:27P.M., officers attempted to stop a vehicle that was driving recklessly near Main and 12th Street. The suspect, who was later identified as Charles Ruiz, a 37-year-old resident of Santa Paula, failed to yield and a vehicle pursuit ensued. The pursuit traveled through residential neighborhoods at high speeds and transitioned to Ojai Road leading officers towards the city of Ojai. Ruiz lost lost control of his vehicle in the 8900 block of Ojai Rd., and the vehicle became disabled in an orchard. Ruiz ran from the vehicle, and was arrested after a brief foot pursuit. Carlos Castanon, a 49-year-old Santa Paula resident, stayed inside of the vehicle and was subsequently arrested for a drug offense.
Ruiz, who was on active parole at the time of this pursuit, was charged with felony evading, driving under the influence of drugs/alcohol, and violation of parole. He was lodged at the Ventura County Detention Center. Ruiz had several prior convictions for driving under the influence.
