Simi Valley Police Department – Incident Press Release
On August 8th, 2019 at approximately 1:42 AM, SVPD Officers were dispatched to the 2500 block of Cochran St. in reference to a Domestic Violence in Progress. While en route to the scene, Dispatchers relayed that the Suspect, later identified as Brian Tarter (40 age) from Simi Valley, was actively breaking into the residence via a window.
Upon arrival, Officers observed Tarter through the rear slider. The Officers then observed the Victim and a young child attempt to run past Tarter. Tarter then grabbed both Victims, placing a box cutter near the adult Victim’s throat. Fearing for the safety of the Victims, an Officer fired at least one round into the rear slider to breach the glass to make entry.
Once the slider was breached, Officers made entry into the residence. Tarter then grabbed the Victims, pulling them into a nearby room. Officers then began negotiating with Tarter. During these negotiations, Tarter released both Victims who were physically unharmed. Tarter surrendered shortly thereafter.
Tarter was arrested and booked into Ventura County Main Jail for the following charges: 207 PC/Kidnapping, 236 PC/False Imprisonment, 422 PC/Criminal Threats, 245(a)(1) PC/Assault With a Deadly Weapon, 459 PC/Burglary, 273.5 PC/Domestic Violence, 273a(a) PC/Child Endangerment, 273.6 PC/Violation of a Restraining Order.
