Simi Valley Police Department – Incident Press Release
On January 2, 2021 at 11:41 PM, Simi Valley PD Officers were dispatched to the 1100 block of Gibson Ave in reference to a Welfare Check/Unknown Problem. The Reporting Party advised that she could hear crying and noise coming from inside the house, but dispatchers were unable to gather any additional information due to a language barrier. Upon arrival, Officers encountered several subjects in the front yard including two victims suffering from various lacerations and whom appeared to have been beaten. Officer quickly determined that an Assault with a Deadly Weapon and Felony Battery had occurred and located two suspects nearby who were both taken into custody after attempting to flee from the scene. Officers also learned that a third suspects was inside of the residence and possibly armed with a firearm. Officers immediately contained the location and attempted to contact the suspect, later identified as Rafael Ferrer, 34 years old from Simi Valley. Officers were able to make telephonic contact with the suspect who was uncooperative and stated that he was not coming out of the residence.
At this time, Patrol Officers also learned that there were two additional renters and the suspect’s wife inside of the house with him. The Simi Valley PD SWAT and Crisis Negotiations Teams (CNT) were contacted and both teams responded to the scene. Upon taking control of the incident, CNT was able to make telephonic contact with the suspect who again stated that he would not be coming out and terminated the phone call. SWAT utilized public address system announcements, a vehicle mounted air horn and several Light Sound Diversionary Devices in an attempt to gain the attention and compliance of the occupants. At approximately 3:20 AM, the two uninvolved renters exited the residence, and the suspect again made contact with CNT. The suspect agreed to exit the residence and was taken into custody without incident. Rafael Ferrer and Danny Ferrer 30 years of age, were booked at Ventura County Jail for Battery with Great Bodily Injury and Resisting or Obstructing a Peace Officer. Lisa Tovar, 29 years of age, was booked for Assault with a Deadly Weapon and Obstructing or Resisting a Peace Officer.
